Mnyika: Nec ifanyiwe marekebisho kabla ya 2014

Mbunge wa Jimbo la Ubungo jijini Dar es Salaam kupitia Chama cha Demokrasia na Maendeleo (Chadema), John Mnyika, ameitaka Tume ya Mabadiliko ya Katiba kufanyia marekebisho katika Tume ya Taifa ya Uchaguzi (Nec) kwanza kabla ya kukamilika kwa zoezi la kupatikana kwa katiba mpya.

Mnyika, aliyasema hayo jana jijini hapa katika viwanja vya ofisi ya kata ya Makurumla, wakati akichangia maoni yake mbele ya Tume hiyo.

“Kwa sasa Tume hii ina mapungufu hivyo haitawezekana kupatikana kwa katiba mpya na bora yenye maoni waliyoyatoa wananchi ifikapo mwaka 2014, hivyo tume iandike marekebisho kuhusu tume ya uchaguzi ili iwe na mfumo huru kwa sababu ndiyo inayosimamia kura ya maoni,” alisema Mnyika.

Alifafanua kwa ufupi baadhi ya mapungufu hayo kuwa ni Tume ya uchaguzi kuteuliwa na Rais bila kuwapo kwa mapendekezo kutoka kwa wadau pamoja na kuwatumia watumishi wa Serikali.

Aidha, Mnyika ameitaka katiba mpya isisitize kuwa Bunge ni chombo kikuu na chenye kujisimamia chenyewe katika kupandisha kodi, kutumia fedha pamoja na kupitisha bajeti bila kusimamiwa na Rais.

“Bunge limekuwa kibogoyo ambalo halina meno ikiwa namaanisha halina mamlaka kuhusu bajeti kwani haliwezi kukataa bajeti ya serikali kwa kuhofia kuvunjwa, hivyo Bunge lipewe uhuru kutoa maamuzi yake,” alisema Mnyika.

Aliendelea kwa kusema kuwa wananchi wapewe madaraka ya kumwadhibu diwani au mbunge kwa kumvua uongozi kwa kupiga kura ya maoni ya kutokuwa na imani na kiongozi huyo hata kama muda wa kutoka madarakani haujaisha

Vurugu zatawala mkutano wa CCM

  Jeshi la polisi mkoani Mara limelazimika kurusha risasi za moto ili kuwadhibiti watu waliodaiwa kuwa ni wafuasi wa Chama cha Demokrasia na Maendeleo (Chadema) jimbo la Musoma mjini ambao walionekana kupinga kauli ya Mjumbe wa Kamati Kuu ya Chama Cha Mapinduzi (CCM), Abdallah Bulembo, za kudai kuwa madiwani wa halmashauri hiyo wanatumia vibaya fedha za halmashauri hiyo.

Bulembo ambaye ni Mwenyekiti wa Jumuiya ya Wazazi ya CCM Taifa, alikumbana na hali hiyo juzi jioni wakati akihutubia wanachama wachache wa Ccm katika uwanja wa Shule ya Msingi ya Mkendo huku mkutano huo ukikumbwa na zomea zomea na kufanya kiongozi huyo kukatisha hotuba yake kila mara.

“Serikali imeleta fedha kwaajili ya kumalizia ujenzi wa ofisi ya Manispaa, madiwani wa Chadema wamehamisha fedha hizo na kuzielekeza kujenga barabara…utaratibu wa kubadili matumizi utawatokea puani siku si nyingi mtakuja kuona,” alisema Bulembo na kuchafua hali ya hewa.

Kutokana na kauli hiyo, vijana,wakina mama na wazee ambao walikuwa enao la karibu na mkutano huo, walianza kuzomea.

Zomea zomea hiyo ilionekana kumkera Bulembo ambaye alisema kuwa hata wakizidi kushangilia vitendo hivyo kwa kipindi kifupi kijacho hawatapata maendeleo kwani serikali hawezi kuleta fedha kwa kulenga mradi wowote kisha madiwani wakahamisha matumizi yaliyokusudiwa.

“Baada ya miaka miwili utasaga meno hakuna fedha mtakazozipata hapa kwa maendeleo na watu watafikishwa mahakamani…mfano mzuri huyu Meya wenu Kisurura ameletewa milioni 96 za barabara, yeye kapeleka milioni 70 na kujenga barabara chini ya kiwango na mitaro hivyo hivyo,” alisema Bulembo huku akiendelea kuzomewa.

Baada ya kuona hali hiyo imekuwa ngumu alijaribu kuhamia kwa Mjumbe wa Kamati Kuu Chadema, Godbless Lema, akidai ameshangaa kuona kwa jinsi Lema asivyoheshimu maamzi ya mahakama kwa kitendo chake cha kuandika kwenye kitabu cha wageni nyumbani kwa Mwalimu Nyerere kuwa ni Mbune wa Arusha Mjini wakati akijua siyo mbunge wa Arusha Mjini.

Kauli hiyo ilionekana kuwachukiza zaidi watu hao ambao walikuwa wengi kuliko wale walikuwa wakimsikiliza Bulembo ma kuwatolea maneno ya kuwadukuza eneo hilo. Baada ya maneno hayo Bulembo aliwaambia waliokuwa wakimsikiliza kuwa akisema CCM oyeee, CCM oyeee, Ccm oyeee’.

Baadaye alisema kuanzia sasa CCM haitawavumilia tena watu watakapanda katika majukwaa na kuanza kumtukana na kutoa rugha za kashfa kwa Rais Jakaya Kiwete ambaye ni Mwenyekiti wa chama hicho.

Wakati mkutano ukikaribia kumalizika, polisi walianza kuwakamata ovyo vijana waliokuwa wakiimba jina la Mbunge wa Musoma Mjini, Vincent Nyerere, jambo lilosababisha baadhi ya vijana kurusha mawe na kuwafanya polisi kurusha risasi na kuwalazimisha waliokuwapo kukimbia.

Arusha council to set up environment court

  Arusha city council is to set up a special environment court to deal with people found degrading the environment.

Arusha district Commissioner John Mongella revealed this here yesterday when speaking at a public debate on climate change and ways to address the adverse impact of eco-degradation. The debate was hosted by an Arusha-based NGO, ANGONET.

“We’re currently looking into the possibility of setting up a court on environment matters and how it will operate,” the DC said.
He said when the court is operational culprits would be liable to six-month jail sentences or fines.

He said climate change was a real threat to human survival, hence there was need to take action to address the trend.
The DC said most parts of the world have been experiencing unprecedented climatic changes, which costs governments, as sometimes they are forced to buy food to feed those in need.

“In some areas people have been starving because they have nothing to eat, and some areas which used to produce bumper crops are now producing much less,” he said.

He commended ANGONET for organizing the debate to exchange views on how to improve the country’s environment, which was now threatened by rampant tree felling for charcoal and timber.
“It is high time Tanzanians took responsibility on environmental conservation seriously,” he said, calling on youths in the city of Arusha to form environmental groups.

TAZARA DG: Revenues channeled to salaries, fuel

   Tanzania Zambia Railway Authority (TAZARA) has said that its management is concerned, committed and active towards addressing plights of employees, obstacles to the authority’s operations in serving its customers.

Tazara Managing Director, Akashambatwa Mbikusita-Lewanika said in a press statement that the company is still challenged with meeting the operational expenditures including payments for fuel and salaries, noting that it should be recognized that train movements challenges are caused by deficiencies in the maintenance of locomotives, wagons and other essential plant and machinery items.

His statement comes following media reports that some authority’s workers have claimed that there are no cargo trains moving on Tazara railway and that payment of salaries has been delayed arising from poor planning.

Tazara boss assured his workers that a lot was being done to address both the immediate manifestations of the problems as well as the fundamental causal factors, in efforts whose fruits shall begin to be seen soon, with the support and cooperation of all employees and the sanction of the next sitting of the Board of Directors, which is anticipated in the next few weeks.

He said that this includes efforts towards moving the traffic that is on hand and bringing back the freight that is being moved by road through more adequate and better applied working capital provisions and efforts to engage with local and foreign private sectors including sate regional bodies in sourcing finance.

However he added that right now efforts were being put in place for the delivery of over 76 wagons that are running with nearly 4,000 metric tones of fertilizer which is awaited in Zambia but also pushing for a further 2,000 metric tones to have its documentation and clearance requirements completed so that it too may be dispatched from Dar es Salaam to Zambia.

On salaries, Mbikusita-Lewanika said that all revenues being received were being directed towards payments of salaries and fuel, and as a result workers in both Tanzania and Zambia have begun receiving their salaries as from October this year

President Jakaya Kikwete yesterday directed the Ministry of Lands, Housing and Human Settlements Development to ensure that councils sell plots at affordable prices to enable Wananchi to buy houses built by the National Housing Corporation (NHC).

He also warned the councils to stop turning lands into a source of income by selling the plots in high prices to NHC and other investors, saying it has implication on the costs of the houses which will be built.

Kikwete made the remarks in Dar es Salaam yesterday when laying a foundation stone to mark the official construction of the NHC houses at Kigamboni, Kibada area.

A total of 290 houses will be constructed under the affordable houses scheme being implemented by the housing corporation.
The President gave the example of some councils which buy plots for 6m/- from ordinary people and sell them for upto 300m/-. As a result the houses which will be built in the area automatically attract high prices, he said.

“This habit cannot be left to continue …the ministry responsible should work on it to ensure that councils sell plots at reasonable prices,” he stressed.

The President also directed the Ministry of Finance to hold discussions with banks which have entered into contract with NHC to provide loans to people so that they can buy the corporation’s houses to reduce interest rates.

He said by doing so NHC will be in a position to sell the houses to many more people.
He also advised the NHC for the coming years to open a financial institution so as to reduce dependence on banks.

For his part, Deputy Minister for Lands, Housing and Human Settlements Development Goodluck Ole Medeye said the housing project was implementation of a strategic plan aiming at building 15,000 housing units countrywide by 2015.

Explaining the project the NHC Managing Director Nehemia Mchechu, said implementation started in November this year and was expected to be completed in May next year, adding that the houses will be sold for between 45m/- and 52m/- per unit with VAT.
Mchechu said the price went up because NHC was supposed to put up all infrastructure at Kibada that was supposed to be done by other institutions.

Meanwhile, the President handed over 36 modern homes to the victims of last year’s Gongo la Mboto bomb blast, assuring them that those who were not fully compensated after the tragedy will soon receive their compensation.

He however, instructed the Tanzania National Roads Agency (TANROADS) to fast track construction of the Banana-Kitunda _Msongole Road in order to facilitate movement of people and commodities.

Kikwete said the government has spent over 665bn/- for compensation, renovation of some buildings, construction of new ones, food and medical treatment.
Said Meck Sadiki, Dar es Salaam Regional Commissioner said the houses were to have been handed over to the victims in July this year, but the plan failed due to various reasons including shortage of funds and delays in acquiring land for to build the houses

Billions of shillings stashed in foreign banks who is to bell the fat cats?

Talk about our newly rich compatriots who are reported to have kept billions of shillings in foreign banks is in the air, and is likely to keep heads rolling for as long as the riddle surrounding the identity of the characters involved remains unsolved.

Reasons why members of the public have interest in this development are obvious. One, for most of the post- independence period the country did not have a reputation of having leaders and other members of the elite with millions or billions of shillings kept abroad. In fact, we used to be surprised by reports of leaders in other countries who had developed a habit of banking their cash abroad.

Secondly, members of the public are curious to find out how a few people have acquired the billions to keep in foreign banks, in a situation where the government is surviving on a shoe string budget, and millions of citizens are finding it difficult to economically make ends meet.

You have those wondering why a person who has earned his/ her fortune legally and has national interests at heart, opts for banking his/her “savings” abroad and boost the economies of the already financially strong countries. By the way, the law prohibiting citizens to have accounts abroad has not been repealed, and if changes have been made, the public is yet to be informed.

One may as well note that the theme is being raised at a time when awareness and concern about corruption in the country are preoccupying our minds. Even the ruling party deliberated on this topic seriously at its latest national conference, and apparently resolved to hold the corruption bull by the horns. Whether the commitment to tackle the problem is genuine or not, will be determined by mother time.

The latest twist in the saga started in June this year, when the National Bank of Switzerland issued its annual report, with some information on the amount of money kept in Swiss banks by foreigners.

The country-by- country breakdown reportedly indicated that some well-to- do Tanzanians have a total of about Sh314 billion in their Swiss banks accounts, although some whistle blowers claim the amount is much bigger than the one mentioned above.

The local media, some civic activists and opposition MPs have found the disclosed information too important and sensitive to pass without being digested and raising questions on the implications of this kind of development to the future of the nation.

It is against this background that the issue ended up in parliamentary corridors, and attracted a spirited debate. The government is now required to conduct an investigation and establish who the suspected Tanzanians are, and how they earned their fortune. The parliament needs the report by April 2013.

In short, the government has been given a daunting task of belling the fat cats, who may include past and present top officials in the government and political systems, as well as genuine and crookish tycoons. Is the government of the day committed to undertake such a task seriously? This is another highly debatable question.

One thing which is clear here is the fact that getting names of suspects is not easy, as banks treat such in information with strict confidentiality. Establishing how the billionaires earned their money is much more complicated. Already senior government officials, including the anti-corruption body Chief, are saying whoever has a list of suspects and other detail should come forward and spill the beans. This is not necessarily a bad idea, but it has to be understood that key information on this matter can’t be outsourced from Tanzania.

The position of the Swiss authorities on the issue makes the situation worse. Reports unearthed by reliable local media outlets revealed that the Tanzania government is required to furnish Swiss authorities with details about the controversial bank accounts before it can get any cooperation from the latter. Observers note that this is a polite way of saying no cooperation is expected from the beneficiaries of the stolen billions.

As complications arise, our basic question as to whether local leaders are committed to taking serious measures to bell the fat cats remain unanswered. Investigation on Kagoda Company, which was used to steal billions from the Central Bank is stalled. The radar money was refunded because the British took initiative to assist us.

The list of money theft scandals which have not been well investigated is quite long. I tend to agree with one friend of mine who believes that serious investigation of this scandal can probably take place if donors intervene.

Msofe case postponed pending investigations

The Kisutu Resident Magistrate’s Court in Dar es Salaam yesterday postponed a murder case facing a prominent businessman in the city, Marijani Abdubakari Msofe, also known as Papaa Msofe, to December 27, this year.

The decision to postpone the case was reached by the court after the prosecution led by State Attorney Mwanaisha Komba informed the court that the investigations had not been completed.

Msofe is accused of having killed a fellow businessman, Onesphory Kituli last year in a feud over a house, which the deceased had bought on mortgage after making a down payment of 30m/-.

When first charged, the accused was not allowed to enter any plea because murder cases are normally handled by the High Court now he has entered a not guilty plea and remains in custody since there is no bail on murder cases

CTI set to award best manufacturers

The Confederation of Tanzania Industries (CTI) is today expected to award outstanding manufacturers through its President’s Manufacturer of the Year Award (PMYA) which is being fully sponsored by IPP Limited for 50m/-, an amount never reached by multiple sponsors since the competition started in 2005.

President Jakaya Kikwete is expected to grace the event which will have winners from 17 selected economic sub-sectors (large, medium and small businesses).

Addressing journalists yesterday in Dar es Salaam, Chairman of CTI Felix Mosha said the whole exercise has been done by an independent assessor, INNOVEX Development Consulting Ltd for transparency and neutrality. He said main purpose of the award is to pay tribute and recognise the sector’s contribution to the country’s economy.

“We thank the Executive Chairman of IPP Limited, Reginald Mengi and the entire team for enabling CTI to organise this year’s competition”. Mosha noted, adding that there have been major improvements since its establishment in 2005 with the number of sub-sectors increasing from five to 17.

He said under each sub-sector industries are placed in three categories based on turnover, capital investment and number of employees. He said large scale industries are those with annual turnover of 40bn/- and above, investment in machinery above 800m/- and over 100 employees.

Medium scale industries are those with annual turnover of between 400m/- and 39.99bn/-, capital investment in machinery (between 200m/- and 800m/-) while the number of employees should be between 50 and 99.

He said small scale industries should have their annual turnover below 400m/-,capital investment in machinery of between 5m/- and 200m/-and employing between five and 49 persons.

According to Mosha the assessor used various criteria including economic performance (30 percent), technical performance (30 percent), export performance (10 percent), health and safety (10 percent) and corporate and social responsibility (20 percent)

He said criteria for the overall winner are different whereas the following indicators were used, gender balance at management level which requires a manufacturer to have 30 percent of women in management team.

Others are efficient measures to reduce industrial discharges into the environment, labour tranquility and staff training, adherence to the Tanzania Bureau of Standards (TBS) and International Standards (ISO) and linkages to other sectors of the economy. For his part, IPP Executive Chairman Reginald Mengi said it is important for successful industrialists to support other manufacturers so as to improve their industries.

Mengi who is the former CTI Chiarman said the industrial sector is very crucial for the country’s development, adding that is why CTI has decided to introduce the award.

He thanked CTI for accepting his contribution in this year’s award. He added: “I would like to thank CTI for accepting my support… I hope you will continue to receive my contributions for the coming years”.

CTI Executive Director, Christine Kilindu said the contribution from IPP limited is a record because it comes from a single company. She said previously the event was supported by multiple sponsors who are not members.

Power connection fees down next month

Power connection charges will fall in at least six regions next month, Energy and Minerals minister Prof Sospeter Muhongo has revealed.

Without naming the regions, he said that the applicable fees have already been set for each region.

Residents of Lindi and Mtwara regions have meanwhile, started enjoying the lower rates. They will for the next six months be paying only 99,000/- connection fee for both single and three-phase power, a steep reduction from 455,104.76/- for single phase and 912,104.74/- for three phase.

According to the Minister, residents of Lindi and Mtwara have been given such lower prices as an offer to enable more people in the regions have access to electricity. He said the residents have for a long time complained about high fee for power connection despite the regions being major producers of gas in the country.

“We have started with Lindi and Mtwara regions…the rest will enjoy the new electricity connection fee in January next year,” he said.

Meanwhile, the Tanzania Electric Supply Company (Tanesco) Communications Manager, Badra Masoud said the new charges will be announced through a press conference next week. She however did not reveal the exact date of the meeting between Tanesco and journalists.

Tabling the 2012/13 budget estimates for the ministry, Prof Muhongo said the new charges aimed at reducing the burden of power connection cost by 30 and 70 per cent from the levels that new customers have been shouldering.

He said in rural areas charges for connecting power to new customers for a single phase which does not exceed 30 metres will now be 177,000/- while in urban areas customers will pay 320,960/- instead of 455,108/-.

The reduction is equivalent to 61.11 per cent for rural dwellers and 29.48 per cent for urban dwellers. However, the rates will only apply to customers whose connection will not demand an additional electricity pole.

The minister explained that for rural dwellers connected through a single phase line but requiring one electricity pole will pay 337,740/- while urban dwellers will pay 515,618/-, a reduction of 75.02 per cent and 61.86 per cent in rural and urban areas respectively.

Currently rural dwellers pay 1,351,884 for power connection service that requires a single electricity pole

Liewing anashuka kuchukua mikoba ya Mserbia, Milovan Cirkovic, ambaye uongozi wa Simba uliamua kusitisha naye mkataba baada ya kumalizika kwa mzunguko wa kwanza wa Ligi Kuu Bara.

Kuja kwa kocha huyo, kutamaliza uvumi wa atakayechukua mikoba ya Milovan. Hivi karibuni ilidaiwa Mmalawi Kinnah Phiri atapewa majukumu hayo.

Habari za uhakika kutoka ndani ya Simba zinaeleza kwamba, Liewig mwenye shahada ya ukocha, alikuwa akifanya kazi Club Africain ya Tunisia kama Mkurugenzi wa Ufundi, Meneja na pia Meneja wa timu ya wachezaji wa kulipwa.

Kiongozi mmoja wa Simba ambaye hakupenda kutajwa jina lake, aliliambia gazeti hili kwamba, mara baada ya kutua nchini, kocha huyo atasaini mkataba ambako atakuwa akilipwa mshahara wa dola 5,000 za Marekani kwa mwezi.

Aliongeza kuwa, kocha huyo anatarajiwa kuwasili na mshambuliaji kutoka nchini Cameroon, ambaye amependekeza asajiliwe Simba kutokana na ubora alionao.

Kocha huyo ambaye kwa sasa makazi yake yapo nchini Ivory Coast, alizaliwa Oktoba 10, 1950 nchini Ufaransa, ambako pia aliwahi kucheza soka ndani na nje ya nchi hiyo kati ya mwaka 1971 na 1985.

Pia amepata kushiriki kozi mbalimbali za ukocha, ikiwemo ya makocha wakuu, iliyoandaliwa na chama cha soka cha Ufaransa, stashahada ya juu kwa timu za kulipwa na stashahada ya juu kwa vyuo vya soka, ambayo iliendeshwa na aliyekuwa Kocha wa timu ya taifa ya Ufaransa wakati huo, Gerard Houllier.

Aidha, kocha huyo amewahi kufundisha katika shule ya soka ya PSG kuanzia mwaka 1989 hadi 1999, ambako alikuwa akiwajibika katika timu za U-16, U-18 na U-20.

Mwaka 1999 – 2001, alikuwa meneja wa chuo cha soka cha klabu ya Al wahda ya Abu Dhabi, ambapo aliziongoza klabu za vijana chini ya miaka 18 na 21, kabla ya mwaka 2001 - 2003 kuwa kocha mkuu wa timu za watoto na vijana Falme za Kiarabu.

CHADEMA yamvaa Wassira

CHAMA cha Demokrasia na Maendeleo (CHADEMA) kimewataka wakazi wa Jimbo la Bunda kubadili mtazamo wao kwa kuwachagua viongozi wachapa kazi.

Akiwahutubia mamia ya wakazi wa mji wa Bunda juzi katika mkutano wa hadhara mjini hapa, Mjumbe wa Mkutano Mkuu wa CHADEMA Taifa, Godbless Lema, alisema matatizo ya watu wa Bunda kamwe hayataisha kama hawatafanya uamuzi wa kuachana na mbunge wa sasa wa jimbo hilo, Stephen Wassira ambaye alidai kazi yake ni kulala tu bungeni.

Alieleza baadhi ya upungufu wa Wasira ni pamoja na uzee, hali inayomfanya kusinzia bungeni kutokana na kushindwa kustahimili hoja ngumu zinazoibuliwa na wabunge vijana, wasomi wanaotaka mabadiliko.

“Watu wa Bunda walifanya makosa kuwa na mbunge mchapa usingizi bungeni…msisubiri malaika awaondolee usingizi wenu, wapeni CHADEMA nafasi, ili kutafuta uhuru na haki mliyopoteza kwa muda mrefu,” alisema.

Kuhusu kero ya maji, Lema alidai licha ya fedha nyingi zinazotolewa na serikali kwa maendeleo ya maji mjini Bunda, bado Wassira ameshindwa kukidhi mahitaji ya maji.

WAZIRI Mkuu aliyejiuzulu, Edward Lowassa, amependekeza iundwe Tume ya Elimu itakayokuwa na wataalamu ili kuchunguza na kutathmini, iwapo mfumo wa elimu nchini unaendana na hali ya sasa.

Akizungumza katika mahojaino na Shirika la Utangazaji la Uingereza (BBC) ofisini kwake jijini Dar es Salaam jana, Lowassa alisema kuwa ni kosa kusema kuwa mitaala ya elimu nchini haifai, na kuongeza kuwa la msingi ni kuundwa kwa tume hiyo.

“Mimi nasema kuwa, sasa wakati umefika kama taifa kuunda Tume ya Elimu ili kuangalia na kupitia mfumo wote wa elimu, kuangalia mitaala yetu kuanzia elimu ya awali mpaka vyuo vikuu, kuangalia ubora wa elimu hiyo, vitabu gani vitumike, hali ya maisha ya walimu, yaani kwa ujumla tuangalie upya kuhusu mfumo wa elimu yetu,” alisisitiza.

Lowassa ambaye pia ni Mbunge wa Monduli, aliongeza kuwa nchi zote zilizoendelea duniani, zimekuwa zikifanya hivyo, akitolea mfano Marekani, ambako hivi sasa kuna mchakato wa kuangalia elimu inayotolewa kama inaendana na changamoto za karne ya 21.

Alisema kumekuwa na malalamiko mengi miongoni mwa wadau wa sekta ya elimu ya kwamba, mitaala ya elimu nchini haimwandai mwanafunzi kuweza kukabiliana na changamoto za maisha ya karne hii, ikiwa ni pamoja na kuweza kujiajiri.

Alifafanua kuwa, Serikali ya CCM imefanya makubwa sana katika sekta ya elimu, hususan awamu hii ya nne, ambapo kwa mafanikio makubwa imeweza kujenga shule za sekondari katika kata zote nchini.

Katika mkutano wake mkuu wa nane hivi karibuni mjini Dodoma, CCM ilitoa mapendekezo kadhaa miongoni mwao likiwa la kuboresha elimu nchini.

“Mimi nilipata bahati ya kuongoza juhudi hizo za serikali kwa mafanikio makubwa kujenga shule hizo, lakini mafanikio hayo yamekuja na changamoto zake,” alisema.

Lowassa aliongeza kuwa, tume hiyo ikiundwa itaangalia changamoto hizo zote na kutoa mapendekezo ambayo yatajadiliwa na wadau wa sekta hii katika kuboresha mfumo wa elimu nchini.

Miongoni mwa changamoto kubwa zilizojitokeza kutokana na mafanikio hayo ni ubora wa elimu inayotolewa na shule hizo, uhaba wa walimu pamoja na vitendea kazi vikiwemo vitabu na maslahi kwa walimu.

KWA mara nyingine tena, Chama cha Demokrasia na Maendeleo (CHADEMA), kimezidi kukitesa Chama Cha Mapinduzi (CCM) katika kesi za kupinga matokeo ya ubunge zilizokatiwa rufaa Mahakama Rufaa.

Hatua hiyo imejitokeza jana baada ya Mahakama ya Rufaa Tanzania, kuitupilia mbali rufaa iliyofunguliwa na wanachama watatu wa CCM dhidi ya Mbunge wa Ilemela jijini Mwanza, Highness Kiwia (CHADEMA).

Wanachama hao; Yusuph Lupilya, Nuru Nsubuga na Beatus Madege, walikata rufaa kupinga hukumu iliyotolewa na Mahakama Kuu Kanda ya Mwanza, kupitia kwa Jaji Gadi Mjemas, ambayo ilidaiwa haikutenda haki.

Uamuzi huo wa jana unakuja zikiwa ni siku chache tangu mahakama hiyo, iifute rufaa ya kupinga hukumu ya Mahakama Kuu Kanda ya Dar es Salaam, iliyokuwa imefunguliwa na aliyekuwa mgombea ubunge wa CCM katika Jimbo la Ubungo dhidi ya mbunge wa sasa, John Mnyika (CHADEMA).

Jopo la majaji watatu wa mahakama hiyo chini ya Mwenyekiti wake, Jaji Januari Mssofe na wenzake Benard Luanda na Salum Masati, walitoa uamuzi huo wakisema rufaa iliyowasilishwa mahakamani hapo ilikuwa na upungufu.

Kwamba haikuambatanishwa na maombi ya rufaa, hati ya madai ya msingi na kiapo, ambapo vitu hivyo ni muhimu kwa sababu ndiyo vinaonyesha wanachokiona ni kipi.

“Mahakama kupitia kifungu cha 96 (1) (c) mpaka (f) cha kanuni za Mahakama ya Rufani imetupilia mbali rufaa hiyo na wkata rufaa walipe gharama za kuendeshea rufaa hiyo,” alisema Jaji Mssofe.

Wakili wa Serikali Mkuu, Gabriel Malata ambaye anamwakilisha Mwanasheria Mkuu wa Serikali (AG), alidai vitu hivyo ambavyo havikuambatanishwa katika kumbukumbu ya rufaa hiyo vinainyima uhuru mahakama kujua nini kilikuwepo kwenye madai.

Alidai kuwa, hata mrufani mwenyewe hajui pa kusimamia kwa sababu hajui nini mkata rufaa anadai katika maombi yake, pia alidai vitu hivyo vinasaidia kujua nini kilichoamuliwa Mahakama Kuu Kanda ya Mwanza.

Malata alidai rufaa iliyokuwa mbele ya jopo hilo ilikuwa ni batili kisheria na inatakiwa itupiliwe mbali, kutokana na kutokamilika.

“Rufaa hiyo itupiliwe mbali kwa sababu hajafuata taratibu za kisheria na walipe gharama za rufaa hiyo, tulitumia muda mwingi kuwasilisha nyaraka mbalimbali mahakamani,” alidai Malata.

Hata hivyo, Wakili wa Kiwia, Tindu Lissu alidai nyaraka hizo ambazo hazikuambatanishwa katika kumbukumbu za rufaa hiyo, ni muhimu kwa sababu Mahakama ya Rufaa ingeweza kujua kuwa kesi ya msingi ilifunguliwa lini.

Alidai kila shauri la uchaguzi linafunguliwa ndani ya siku 30 baada ya matokeo ya uchaguzi kutangazwa na kuhoji kama shauri hilo lilifunguliwa kihalali.

“Mahakama hii inatakiwa kujiridhisha, kama mambo hayo yalifanyika kihalali, kwa hiyo nyaraka ambazo hazikuambatanishwa katika rufaa hiyo zilikuwa ni muhimu,” alidai Lissu.

Pia alidai hati ya madai ambayo haipo mahakamani, kama ingekuwepo mahakama ingejua kama kesi ya msingi ilifunguliwa ndani ya siku 30, kwa hiyo mahakama haina sehemu ya kuegemea kutokana na nyaraka hizo kutokuwepo.

Lissu alidai kuwa, mleta maombi anatakiwa ndani ya siku 14, tangu kupeleka maombi mahakamani ajue gharama ya maombi hayo.

“Rufaa hii ni batili, hamna budi kufutwa kwa gharama, kwa sababu hawakufuata taratibu za kisheria,” alidai Lissu.

Wakili wa wakata rufaa, Luhigo Andrew, alikubali kuwepo kwa upungufu huo na kuiomba mahakama wafanye marekebisho kwa sababu rufaa hiyo ina maslahi kwa jamii.

“Hata kama, hatuwezi kuvunja sheria kwa sababu ina maslahi kwa umma, pia hatuwezi kupitia dirishani badala ya mlangoni, hapa tunataka haki itendeke,” alisema Msoffe.

Hata hivyo, wakili huyo aliiomba mahakama kama rufaa hiyo itatupiliwa mbali, basi wanaomba wapate punguzo la kulipa gharama hizo, kwa sababu wakata rufaa hawana uwezo wa kulipa.

Lakini Lissu alipinga akadai kuwa si kweli kuwa hawana uwezo wa kulipa wakati katika kesi ya msingi walikuwa na mawakili wawili, na hata katika rufaa hii wana mawakili wawili kwa hiyo wana uwezo wa kulipa gharama hiyo.

Awali katika kesi hiyo ya madai namba 12 ya mwaka 2010, wanachama hao walimlalamikia Kiwia, msimamizi wa uchaguzi jimbo hilo pamoja na Mwanasheria Mkuu wa Serikali.

Walidai kuwa sababu ya kukata rufaa ni wapiga kura wengi kutopata fursa ya kupiga kura siku ya uchaguzi mkuu wa mwaka 2010, ambapo walitishwa na wafuasia wa CHADEMA.

Pia walidai uchaguzi huo haukuwa wa huru na haki, na sababu ya tatu ni msimamizi wa uchaguzi na mwanasheria mkuu kutotoa sababu ya wananchi wenye sifa ya kupiga kura Ilemela kushindwa kufanya hivyo.

Machi 9 mwaka huu, Mahakama Kuu Kanda ya Mwanza, kupitia kwa Jaji Gadi Mjemas ilitupilia mbali malalamiko hao, ambapo walalamikaji waliamuliwa kulipa gharama zote za uendeshaji wa kesi dhidi ya Kiwia.

Akizungumza nje ya mahakama hiyo jana, Kiwia ambaye katika uchaguzi huo alimwangusha Antony Diallo ambaye sasa ni Mwenyekiti wa CCM mkoani Mwanza, alisema kuwa kuondolewa kwa rufaa hiyo kutamsaidia kuwatumikia wananchi kwa muda wa kutosha.

Aliwataka wananchi wa Ilemela waendelee kuwa na imani naye ili malengo yao yatimie.

“Kwa kweli hii kesi imenichukua muda mrefu, ni miaka miwili sasa, kuondolewa kwa rufaa hii itanipa muda wa kutosha kuwatumikia wananchi,” alisema Kiwia.

How Zitto changed his mind

Zitto Zuberi Kabwe may have made a political milestone in the short-run following his private motion he tabled in Parliament last week about the alleged stolen billions banked in Switzerland, but in the long run, his motion may have a claw-back effect -- and render the entire exercise baseless.

Earlier, Zitto had promised to reveal all the individuals who he claimed had stolen billions of shillings in Tanzania and kept the monies in Swiss banks. He also claimed that the Sh314 billions were fraudulently or corruptly obtained during the oil and gas deals.

But when he rose in Parliament, apart from rumbling around the subject matter, the lawmaker failed to name the names of Tanzanians against whom he raises accusations of stashing away the Sh314 billions, contrary to his earlier promise.

While Zitto, the young outspoken Kigoma North legislator has the audacity to name two people including Africa’s richest man, Tokyo Sixwale, who is the South African Minister for human settlement and a devoted member of African National Congress and a fixer, Moto Mabanga, he failed to name the locals who stashed billions to Switzerland – in the same breath.

Moto Mabanga is a well known fixer in Africa who has played many roles in enabling multinational investors to secure ‘smooth’ investments in many countries -- including Tanzania and the Democratic Republic of Congo.

According to court documents obtained by The Guardian on Sunday, Moto Mabanga was responsible for facilitating the entry of Ophir Energy into the Tanzania oil and gas exploration business about five years ago. He is among the richest fixers in Southern Africa who last year won a $21 million (Sh37.2 billion) bounty from Vodacom following the High Court judgment in Kinshasa.

Even though he enjoys full parliamentary immunity, Zitto failed to name the locals during his private motion; instead, Zitto has thrown back the task to the government, which will also end up bluffing because the matter in question is very complicated – well beyond the cheap politics of Dar es Salaam.

Tokyo Sixwale is South African businessman, politician, anti-apartheid activist, and former political prisoner. A charismatic leader, Sexwale was imprisoned on Robben Island for his anti-apartheid activities, alongside figures such as Nelson Mandela. After the 1994 general election—the first universal franchise election in South Africa—Sexwale became the Premier of Gauteng Province. In particular, Sexwale has become a major player in the diamond industry, with his company reportedly being the third biggest after De Beers and JFPI Corporation.

Sixwale was praised by no less a figure than Harry Oppenheimer, the patriarch of the Anglo-American and De Beers corporations, as having an understanding of the South African and international diamond mining industry that few can equal. Sixwale also chairs companies such as the Trans Hex Group Ltd and Northam Platinum Ltd.; in addition, he is a director of companies such as Absa Group Limited, Allied Electronics Corporation Ltd. (more commonly known as Altech) and Gold Fields Ltd. (the latter two positions are non-executive).

He is also known as a philanthropist and is a trustee of the Nelson Mandela Foundation, the Global Philanthropists Circle of the Synergos Institute, the Business Trust and the Robben Island Ex-Prisoners Trust.

Furthermore, he is a patron of societies such as Johannesburg Child and Family Welfare Society, Streetwise South Africa (an organisation dedicated to assisting street children), Save the Family Fund (catering for families and communities ravaged by apartheid violence) and The Sky is No Limit (which aims to expose disadvantaged youths to hi-tech education in computers and aviation).

Instead of naming Tanzanians, he chose to go for foreigners—a move he also did with no strong evidence. So were these the locals Zitto chose to name in Parliament? It’s on record that Zitto promised during the august house that he would name all locals who have stashed stolen billions into Swiss banks.

Sensing the potential of gaining some political mileage in his party as well as countrywide, Zitto picked the story that was first reported by The Guardian, and made it his new agenda.

Finally, he promised that he would name all Tanzanians who have kept their billions in Swiss banks. But when the time to spill the bins approached, he changed tack, and just named two foreigners instead of the locals he had earlier promised. So how much did he know about the Swiss billions? Was he bluffing? Why didn’t he name the locals who have hidden the billions in Swiss banks? What made him changes his mind in the last minute? What kind of evidence does he possess to build his case against the locals who have kept their billions in offshore banks?

In his motion, Zitto admitted that some countries like Kenya were forced to hire international investigators to trace the looted billions. This story was first reported in June, this year by the local media.

Now between June and October, this year, it was impossible for Zitto as an individual to have conducted an international investigation about the stolen billions and to have established the names of Tanzanians who hid the monies in Switzerland. For those who are familiar with the radar case, it took UK’s serious fraud office about two years to establish that Andrew Chenge had $2 million in his offshore bank account in Jersey.

To put things into perspective, it was impossible for Zitto to have conducted a thorough investigation about the alleged Swiss billions in a record short time—of three months.

That’s why to some analysts who know how complicated it is to trace offshore accounts, it wasn’t surprising to hear the mention of the two foreigners instead of telling the nation what he had earlier promised.

OFFSHORE billions: Switzerland reacts








Authorities in Switzerland have given their Tanzanian counterparts tough conditions, which should be implemented, before the Swiss could cooperate in tracing the stolen billions allegedly being kept in offshore banks, The Guardian on Sunday has learnt.

According to documents availed to The Guardian on Sunday, one of the conditions is that Tanzanian authority should furnish Switzerland authorities with names of those who stashed the alleged stolen billions into the country’s banks.

Secondly, Tanzanian authorities should also have concrete proof that the billions were fraudulently or corruptly obtained. This includes, among other things; who bribed who, how the bribe was transacted and above all the evidence that shows whether the transaction originated from the alleged oil companies.

In a two-page response filed by the Swiss government to Tanzanian authorities, it is stated clearly that without fulfilling the aforementioned conditions, there would be no cooperation forthcoming from the Swiss – by way of tracing the billions alleged to have been stolen.

The Swiss government’s move comes at a time when the Parliament last week tasked the government to conduct thorough investigation to establish the identity (names) of Tanzanian personalities holding offshore bank accounts and the amounts held.

The major objective of the investigation should be to establish if the opening of the accounts followed proper procedures, and whether the money so stashed accrued legally.

The government agreed to carry out the assignment and report back to the parliament in April following fierce debate over a private motion tabled by Kigoma North MP Zitto Kabwe late Thursday evening in the august House. One of the terms of reference requires the government to report back to Parliament in April next year when, if MPs aren’t satisfied with the findings, then a Select Committee would be formed to carry out the task.

In carrying out the investigation, the government has agreed to use private investigators and other diplomatic means to achieve the desired results. Zitto who said Kenya, France and Senegal succeeded to bring back their stolen billions through such assistance proposed the use of such private investigators.

But the stance taken by the Swiss government casts a large cloud of doubt on whether there would be any breakthrough in tracing the so-called stolen billions of shillings.

Neither the government of Tanzania nor the opposition lawmaker, Zitto Kabwe, have the full list of the Tanzanians who have kept their billions in Swiss banks, according to details gathered by the Guardian on Sunday for the past few weeks.

In its letter to the Tanzanian authority, the Swiss government further stated that local banks handle millions of customers -- including foreigners -- and it would therefore be baseless to trace the alleged looted billions without having enough details of those suspected.

The Swiss authority also added that the much-publicized disclosure of amount of millions of dollars kept in its banks was just an annual report by its own Central Bank, which shows the amount every country has banked there.

The Central Bank’s annual report doesn’t name individuals or their bank account details and therefore cannot be taken as enough evidence to trace the money allegedly stolen from Tanzania.

Contacted by the Guardian on Sunday, this week, the Director General of Prevention and Combating of Corruption, Dr Edward Hosea said, “I would like to urge any individual including Honourable Zitto who have evidence to give us the names so that we can trace the allegedly billions in Swiss banks.”

“So far we have tried very hard since August, this year, but what is missing is the exact list of those who stashed their billions.” Dr Hosea added

“As a chief investigator I need concrete evidence to confront the Swiss authority but without credible proof, it would difficult for us to win this case.” The anti corruption Czar further told the Guardian on Sunday.

In June this year the National Bank of Switzerland released information about various people in the world holding bank accounts in which it was revealed that Tanzanian individuals had stashed away a total of US $196million ( Sh 314 billion ).

However, according to the latest information availed to Zitto on Thursday by his whistle blowers, the amount announced by the National Bank of Switzerland on June is 20 times the exact figure.

Citing an example, Zitto said UBS has 240 officials dealing with Tanzanian individuals transacting with the bank. Each UBS official deals with a Tanzanian individual with not less than US $10million

Tanzania-Malawi border talks now taken before SADC elders

The border dispute between Tanzania and Malawi has taken a new twist, prompting the contending to seek mediation before retired eminent persons of the Southern African Development Community (SADC).

Foreign Affairs and International Cooperation Minister Benard Membe told journalists yesterday in Dar es Salaam that this latest move was reached to avert a looming stalemate over the exact ownership of Lake Nyasa.

Elaborating on this decision, Membe said the two sides had now officially agreed on two fundamental issues -- that Malawi still maintains that the Lake north of Mozambique belongs to Malawi in keeping with a 1890 treaty signed between the Germans for Tanganyika and the British for Nyasaland.

Whereas Tanzania maintains that her border passes straight through the middle of the Lake – splitting the northern part of the water body roughly into two equal parts – as an internationally borderline.

He said given such fundamental differences both sides had seen the need to find a third mediator to lead the next processes of the negotiations, all with a view to finding a lasting solution to the dispute. In view of this, they will send a letter to the SADC mediation committee chaired by former Mozambican President Joachim Chissano early next month (December).

The letter will request the former Mozambican leader to include, among other experts, a team of professional lawyers from across African continent that would help sort out the legal aspects aimed at arriving at the right decisions. The committee will have three months within which it would tender its recommendations sometime in late March, 1913.

The minister added that should a decision mutually acceptable to the contending parties elude this committee, the matter will then be taken before “the highest levels of international arbitration” such as the International Court of Justice for further mediation.

Earlier, he explained that the meeting had been called specifically to discuss the various options available for resolving the boundary issue – which was one of the key recommendations by the joint committee of officials from both countries who met yesterday after a three-day meeting with Malawian delegation since Wednesday.

Membe said an appeal to the International Court of Justice (ICJ) would be made subject to the Vienna Convention on the law of treaties of 1969 which could provide the framework for a speedy resolution.

Polisi K’ndoni yadaiwa kumlinda Mzungu




SOPHIA Ngonyani, mama mzazi wa mtoto, Paul Moses (5), anayedaiwa kufa katika bwawa la kuogelea nyumbani kwa raia wa Czech, Peter Silarszky, amelalamikia kituo cha polisi Kinondoni kuchelewesha uchunguzi wa kifo cha mtoto wake alichodai kina shaka ndani yake.

Akizungumza na Tanzania Daima mwishoni mwa wiki, mama huyo alisema mtoto wake alikutwa na mauti Aprili, mwaka huu, na kufungua kesi yenye RB no. 6667/12 ambayo jalada alikabidhiwa mpelelezi aliyemtaja kwa jina la Nehemia Kaay.

Alisema tangu kufunguliwa kwa jalada la kesi hiyo hakuna hatua zozote zilizochukuliwa huku mpelelezi huyo akidaiwa kumlinda Mzungu huyo.

“Mlinzi wa getini katika nyumba hiyo aliniambia wakati wote mtoto wangu alikuwa akicheza na familia hiyo ambayo ina watoto wa umri wa miaka 15, 9, 5, lakini baba wa watoto hao anawakataza kuhojiwa,” alilalamika.

Akielezea kifo cha mtoto huyo, alisema majira ya saa mbili usiku, alipata taarifa za ajali hiyo ya maji ya mwanae, ambapo alipofika nyumbani kwa Mzungu huyo alikuta ameshaopolewa ndani ya maji akiwa amekufa.

Alidai alipohoji sababu za kifo cha mwanae aliambiwa alikutwa amezama ndani ya bwawa hilo, ambapo pia katika tukio hilo alikuta askari wa Kinondoni.

Alipotafutwa Kamanda wa Polisi Mkoa wa Kinondoni, Charles Kenyella, kuzungumzia suala hilo, alitaka atafutwe Ofisa Upelelezi Mkoa (RCO) ili kueleza upelelezi wa jalada hilo umefikia wapi.

Alipofuatwa RCO, Salum Ndalawa, aliwaita wapelelezi wawili ambapo mmojawao alidai kuwa ndiye aliyemuopoa mtoto huyo kwenye bwawa, lakini pia alionekana kutokubaliana na mzazi wa mtoto huyo ambaye alipinga kitendo cha mama mfiwa kutaka watoto wa raia wa kigeni kuhojiwa.

Hata hivyo, RCO alieleza kuwa jalada hilo wangelifanyia kazi ikiwa ni pamoja na watoto wa raia huyo kuhojiwa, ili kubaina chanzo cha kifo hicho

LICHA ya Mwenyekiti wa Chama cha Mapinduzi (CCM), Rais Jakaya Kikwete, kuwaeleza wajumbe wa Mkutano Mkuu kuwa haungi mkono kundi lolote ndani ya chama katika mbio za urais 2015, mkewe Salma na mwanaye Ridhiwan, wametajwa kuongoza kampeni za kumnusuru Waziri wa Mambo ya Nje, Bernard Membe.

Wakati matokeo rasmi ya uchaguzi wa wajumbe wa Halmashauri Kuu ya Chama cha Mapinduzi (NEC), kupitia kapu maalum yakitarajiwa kutangazwa leo, matokeo ya awali yanaonyesha kuwa mawaziri sita wameibuka washindi, huku Katibu Mkuu wa chama hicho, Wilson Mukama, akiponea tundu la sindano.

Hata hivyo, juhudi za kada maarufu na Mjumbe wa Baraza Kuu (UVCCM), Hussein Bashe, kupiga kampeni za kumwangusha Membe, zimeshindwa kufua dafu baada ya Salma na Ridhiwan Kikwete kuingilia kati dakika za majeruhi na kuokoa jahazi lisizame.

Bashe ambaye anatajwa kuwa mfuasi wa kundi la Mbunge wa Monduli, Edward Lowassa, juzi aliibua madai mazito dhidi ya Membe akimtuhumu kwa unafiki, hivyo kuwataka wajumbe wa mkutano mkuu unaoendelea mjini hapa, wasimchague kwa madai kuwa hafai kuwa kiongozi.

Baadhi ya vigogo wa CCM ambao pia ni wajumbe wa mkutano mkuu, walisema kuwa ushindi wa Membe umechangiwa sana na juhudi za mke wa Rais, Mama Salma na Ridhiwan Kikwete na hatimaye kada huyo anayedaiwa kuutaka urais 2015, kushika nafasi ya sita ikipata kura 1,455.

“Bila Mama Salma na Ridhiwan, Membe angeanguka vibaya maana walihaha sana kumwombea kura kwa wajumbe,” alisema moja wa wajumbe wa NEC.

Hata hivyo ushindi wa Waziri Membe umewagawa wajumbe wengi, huku mahasimu wake kisiasa wakimbeza kwamba amezidiwa na vijana wadogo.

Akizungumza na gazeti hili jana mjini hapa, Bashe ambaye alipiga kampeni kwa nguvu kumwangusha Membe, alisema hakufurahishwa na ushindi wa Membe kwani hakutaka awemo kwenye orodha ya washindi kumi bara.

“Lakini nimefurahi kwa sababu kazidiwa kwa kura hata na watoto wadogo. Shigela, Januari, Mwigulu, wote wamemzidi kwa kura, ila ana bahati ya kuwemo,” alisema Bashe.

Habari kutoka ndani ya chumba cha kuhesabia kura, zilidokeza kuwa mbali ya Membe, mawaziri wengine walioibuka kidedea ni Waziri wa Nchi, Ofisi ya Rais (Uhusiano na Uratibu), Steven Wassira, aliyepata kura 2,135 na Naibu Waziri wa Mawasiliano, Sayansi na Teknolojia, January Makamba, ameshika nafasi ya pili kwa kura 2,093.

Katibu wa Uchumi na Fedha, Mwigulu Nchemba, ameshika nafasi ya tatu kwa kunyakuwa kura 1,967 wakati Katibu Mkuu wa Umoja wa Vijana (UVCCM), Martin Shigela, ameibuka na nafasi ya nne kwa kura 1,824.

Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi, amekuwa wa tano akiwa na kura 1,805 huku Waziri wa Maendeleo ya Mifugo, Mathayo David, akikamata nafasi ya saba kwa kura 1,414.

Matokeo hayo yasiyo rasmi, yanaonyesha pia Mkuu wa Wilaya ya Musoma, Msome Jackson, ameshika nafasi ya nane kwa kura 1,207 wakati Katibu Mkuu wa CCM, Mukama, akishika nafasi ya pili kutoka chini kwa kura 1,174 na Waziri wa Habari, Vijana, Utamaduni na Michezo, Dk. Fenella Mukangara akiambulia nafasi ya kumi akiwa na kura 984.

Walioangukia pua katika uchaguzi huo ni mbunge wa Bunge la Afrika Mashariki, Shy-Rose Bhanji, mbunge wa Nkenge, Assumpter Mshama, Otieno Peter Baraka, Twalhata Ally Kakurwa, Godwin Kunambi, Innocent Nsena na Richard Tambwe.

Wamo pia Anna Magowa, Christopher Mullemwah, Salehe Mhando, Fadhili Nkurlu, Tumsifu Mwasamale, William Malecela, Rashid Kakozi, Luteni Kanali, Dk. Kesi Mtambo, Nicholaus Haule na Nussura Nzowa.

Wengine walioambulia patupu ni Hadija Faraji, Dk. Hussein Hassan, Mwanamanga Mwaduga na mbunge wa zamani wa Muleba Kaskazini, Ruth Msafiri.

Kwa upande wa Zanzibar, hadi jana kamati inayosimamia uchaguzi huo ilikuwa ikiendelea kukamilisha kazi ya kuhesabu kura.

Hata hivyo waliojitosa kuwania nafasi kumi za NEC kutoka Tanzania Bara ni Makamu wa Pili wa Rais, Balozi Seif Ali Iddi, mbunge wa Uzini, Mohamed Seif Khatib, Waziri wa Afya na Ustawi wa Jamii, Dk. Hussein Mwinyi, Naibu Waziri wa Ushirikiano wa Afrika Mashariki Dk. Abdallah Juma Sadallah na Waziri wa Fedha, Omar Yussuf Mzee.

Wengine ni Waziri wa Ulinzi na Jeshi la Kujenga Taifa, Shamsi Vuai Nahodha, Waziri wa Mawasiliano, Sayansi na Teknolojia, Profesa Makame Mbarawa na Waziri wa Nchi, Ofisi ya Makamu wa Rais, Samia Suluhu Hassan.

Waziri wa Nchi, Ofisi ya Rais (Uratibu na Mahusiano), Stephen Wassira, ameongoza katika kinyang’anyiro cha kuwania ujumbe wa Halmashauri Kuu ya Taifa (Nec) ya Chama Cha Mapinduzi (CCM) kwa nafasi 10 za Bara.

Habari ambazo hazijathibitishwa rasmi, zinasema kuwa Waziri Wassira ameibuka kidedea kwa kupata kura nyingi kuliko wagombea wenzake 34 katika uchaguzi huo uliofanyika juzi jioni.

Habari zilidai kuwa Wassira aliongoza kwa kupata kura 2,135 na kufuatiwa na Naibu Waziri wa Mawasiliano, Sayansi na Teknolojia, January Makamba, ambaye amepata kura 2,093, akifuatiwa na Mbunge wa Singida Magharibi, Mwigulu Nchemba, aliyetajwa kupata kura 1,967.

Mwingine ni Martin Shigela, Katibu wa UVCCM Taifa, aliyetajwa kupata kura 1,824, Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi, aliyetajwa kupata kura 1,805 akifuatiwa na Waziri wa Mambo ya Nje na Ushirikiano wa Kimtaaifa, Bernard Membe aliyetajwa kupata kura 1,455.

Kwa upande wa viti 10 vya ujumbe wa Nec Tanzania Visiwani, walioshinda ni Waziri wa Afya na Ustawi wa Jamii, Dk. Hussein Mwinyi, Waziri wa Mawasiliano, Sayansi na Teknolojia, Profesa Makame Mnyaa Mbarawa na Waziri wa Nchi katika Ofisi ya Makamu wa Rais (Mazingira), Samia Suluhu Hassan.

Wengine ni Waziri wa Ulinzi na Jeshi la Kujenga Taifa, Shamsi Vuai Nahodha; Waziri wa Fedha wa Serikali ya Mapinduzi ya Zanzibar, Omar Yussuf Mzee; Bhaguanji Mansuria, Khamis Mbeto Khamis, Abdulhakim Chasama, Mohamed Seif Khatib na Khadija Aboud.

Walioshindwa ni Abdisalami Issa Khatib, Abdalla Ali Hassan, Dk. Mwenyekiti wa CCM, Rais Jakaya Kikwete, alisema matokeo rasmi ya uchaguzi huo yatatangazwa leo baada ya kura za mwenyekiti na makamu mwenyekiti Tanzania Bara na Visiwani.

“Matokeo ya chaguzi zote yatatangwazwa kesho (leo) mara baada ya uchaguzi wote kukamilika ili kama ni kuimba iyena iyena tuimbe sote,” alisema jana Rais Kikwete.

Wagombea katika uchaguzi huo waliopitishwa na Nec iliyokaa mjini hapa Jumamosi iliyopita kwa nafasi ya uenyekiti alikuwa ni Rais Kikwete, umakamu Bara ni aliyewahi kuwa Katibu Mkuu wa Chama hicho, Philip Mangula na Visiwani ni Rais wa Zanzibar, Dk. Ali Mohamed Shein.

Awali uchaguzi huo wa mwenyekiti na makamu wake wawili ulipangwa kufanyika pamoja na ule wa wajumbe wa Nec.

Katika viwanja vya Kizota walionekana baadhi ya wagombea walioibuka videdea wakishangiliwa na kupongezwa na wanachama wenzao.

Miongoni mwa washindi waliuokuwa wakishangiliwa na kupongezwa jana asubuhi ni Shigela na Wassira.

TUHUMA ZA UAMSHO

Wakati huo huo, baadhi ya wapambe na wajumbe wa mkutano huo wamesikika wakimtuhumu mmoja wa vigogo wa CCM Visiwani kuwa ni miongoni mwa wanachama wa Jumuiya ya Uamsho.

Wakizungumza kwa nyakati tofauti mjini hapa wakati wakifuatilia maelezo ya wagombea wa nafasi za Nec, baadhi ya wapambe kutoka visiwani humo walisikika wakisema mwanachama wa Uamsho hawezi kupewa nafasi.

“Huyu hapati ng’o ujumbe wa Nec, labda wajumbe kutoka Tanzania Bara wanaweza kutuangusha, lakini huyu hawezi kupata ujumbe kwasababu huyu ni Uamsho anafikiri hatumjui, tunamjua,” alisema mmoja wa wanachama wa chama hicho kutoka Visiwani.

NIPASHE pia ilishuhudia kelele kutoka kwa wajumbe wa Visiwani humo juzi wakati mmoja wa kigogo akitambulishwa katika ukumbi wa mkutano huo zikionyesha kuhusika na kikundi hicho cha Uamsho.

“Kwishnei, Kwishnei, Kwishnei,” walisikika wajumbe kutoka Visiwani wakipaza sauti huku wakiwa wamesimama hadi pale mmoja wa wajumbe hao alipowasihi kuacha kupiga kelele hizo.

Jana wakati mkutano mkuu ukiendelea katika moja la banda la mamalishe, walisikika wajumbe kutoka Tanzania Zanzibar wakipaza sauti zao wakisema, “Uamsho kwishnei, Uamsho kwishnei”.

Wajumbe hao walikuwa wakisema hivyo huku wakionyesha vidole kama wanachinja mnyama katika shingo na kuangua vicheko.

SHIBUDA APIGIA DEBE CCM

Mbunge wa Maswa Magharibi, John Shibuda (Chadema), amerudia kauli yake ya kuwania urais 2015, huku akimtaja Rais Jakaya Kikwete kuwa meneja wake wa kampeni na Philip Mangula kuwa kwenye dawati la kamati ya ufundi wa kampeni.

Alirudia kauli hiyo wakati alipopata nafasi ya kuzungumza katika Mkutano Mkuu wa CCM akiwa kama mjumbe wa Taasisi ya Mpango wa Bara la Afrika Kujitathmini Kiutawala Bora (APRM).

Hii ni mara ya pili wa Shibuda kutangaza nia hiyo hadharani mbele ya mkutano wa CCM. Mara ya kwanza alifanya hivyo Mei 14, mwaka huu mbele ya Nec ya CCM kwenye semina iliyofanyika Dodoma iliyojadili hali ya utawala bora nchini iliyotolewa na APRM ambapo alisisitiza kuwa atagombea kupitia Chadema.

Kabla ya kuanza kutoa hotuba yake, Shibuda alianza kwa kusema; “Ukienda Usukumani kuomba kura, ukawasalimu kwa salamu ya Mwadela, watafurahi sana.

“Ukienda Kilimanjaro kuomba kura ukawasalimu kwa salamu ya Shimboni, watafurahi sana; ukienda Mbeya ukawasalimu wapiga kura kwa salamu ya Ugonile, watafurahi sana; na ninyi mkisikia mnaambiwa CCM hoyee, mtafurahi sana,” alisema na kuwaacha mamia ya wajumbe wakiangua kicheko.

Shibuda alikishauri CCM kufanya mikutano mingi ya hadhara ili kujibu tuhuma mbalimbali zinazotolewa na vyama vya upinzani badala ya kuviacha vyama hivyo vikieneza mambo ambayo yanakuja kuchukuliwa na wananchi kama ni ya kweli.

“Makosa ya CCM ni nyinyi wenyewe, kwa nini hamfanyi mikutano ya hadhara mpaka aje Rais Kikwete au Waziri Mkuu…vyama vya upinzani vinakuwa na mikutano mingi, lakini ninyi hamfanyi na mnawaacha wananchi bila kuwapa majibu sahihi,” alisema.

Alisema CCM ndiyo mbegu inayozalisha tabia ya kuigwa na vyama vingine, lakini akakitaka kiache kuwa chama kinachototoa mbegu za fitna.

Alisema CCM ni chama tabibu nchini wakati vyama vingi ni sawa na maabara kwa kuwa vinashindana maabara kutafuta ugonjwa.

Aliwataka wazee wa chama hicho huku akimtaja Rais Mstaafu Benjamin Mkapa, kuacha kukaa kimya huku mambo yakiendelea kuharibika ndani ya chama chao wakisubiri kuwa mambo hayo yatapita yenyewe.

Alisema chama kinachofanya vikao ndio chenye uhai na akasikitika kuwepo kwa mdororo kwa vyama vingine na akavitaka viache kutafuta umaarufu kwenye magazeti bali wajenge mtandao.

“CCM mna mtandao mpana sana nchi nzima…hakuna chama cha upinzani chenye mtandao kama wenu kwa vile havina uwezo,” alisema.

Hata hivyo, alikitaka Chama hicho kufanya kazi chenyewe badala ya kutegemea kifanyiwe na vyombo vya dola.

Alimpongeza Rais Kikwete kwa moyo wake wa uvumilivu katika masuala mbalimbali hali ambayo imesaidia sana kuleta utulivu ana amani iliyopo.

Aliwataka viongozi wa vyama vingine kuwa na hotuba zenye dhamira ya kuleta amani nchini badala ya vurugu.

“Nasikitika sana, CCM ni chama tajiri, chama cha kuigwa Afrika katika ukombozi, ni chama chenye falsafa nzuri na ni shamba darasa la kujisahihisha…lakini itakuwa ni aibu wakiacha utajiri huo ukikwapuliwa na mwewe,” alisema.

Alikitaka kitumie utajiri huo kuwajengea vijana elimu ya uraia ili kwa vijana wote wa Bara na Visiwani.

Alisema wapo ambao watashangaa kumwona kwenye mkutano wa CCM na hao ndio watakaomwita kuwa eti ni msaliti lakini akafafanua kwamba upinzani sio ugomvi.

Alisema hao watakaosema hivyo ndio watukutu kwenye vyama vyao kwani hakuna chama cha siasa ambacho mmoja anaweza kukosa watukutu.

Akijibu baadhi ya hoja hizo, Rais Kikwete, alisema Shibuda ni mtani wa CCM, lakini yapo mambo mazuri ambayo ameyazungumza kama ya kuwataka kufanya mikutano ya hadhara kujibu hoja za wapinzani.

“Ni kweli viongozi wa CCM hatufanyi mikutano ya hadhara, tunaogopa nini, ukiangalia idadi ya mikutano inayofanywa na vyama vya upinzani kwa mwaka ni mingi kuliko inayofanywa na CCM…tukiwaachia wapinzani wanaeneza uongo wananchi watakuja kuuona kuwa ni ukweli, CCM jibuni mapigo, msisinzie,” alisema.

VITUKO VYA WAGOMBEA ZANZIBAR

Katika hali iliyochangamsha ukumbi wa Kizota, juzi ni vituko vilivyojitokeza wakati wagombea wakiomba kura. Kwa upande wa Zanzibar kulikuwa na wagombea 26, lakini kati yao wagombea wawili ndio waliowavunja mbavu wajumbe.

Wagombea hao wakijieleza kwa ajili ya kuomba kura ya kuwania nafasi ya ujumbe wa Halmashauri Kuu ya CCM (Nec), kupitia nafasi 10 za Zanzibar, walimvunja mbavu Mwenyekiti wa Taifa wa Chama hicho, Rais Jakaya Kikwete, ambaye hakuweza kujizuia kuangua kicheko pamoja na wajumbe.

Mgombea wa kwanza kufanya hivyo alikuwa Dk. Abdulhakim Chasama, ambaye katika kuomba kura aliwasalimia wajumbe kwa sauti kubwa ya Haleluya akiwa anarudia mara kwa mara na kisha akapiga magoti kwa kile alichoeleza kuwa ni huo ni utaratibu wa kabila lake la Wasukuma.

Alifanya hivyo baada ya kutoa salamu za kawaida za Chama hicho na alipoanza kusalimia kwa kutamka Haleluya ndipo umati wa wajumbe katika ukumbi wa Kizota walioangua kicheko. Katika orodha ya wagombea, Chasama alikuwa namba 5.

Mwingine aliyefuata alikuwa mgombea namba 14 Maghwanji Mansuria, ambaye aliwaacha watu hoi pale aliposema katika CCM hakuna ubaguzi na ndiyo maana yeye akiwa Baniani peke yake kutoka Zanzibar amefanikiwa kupata nafasi ya kugombea Nec.

Tamko lake kwamba yeye ni Baniani peke yake liliwafanya wajumbe kuangua kicheko kilichoendelea mara kwa mara huku watu wakisikika kurudia maneno hayo kuwa ‘baniani peke yangu.’

Kama hiyo haikutosha, pamoja na maneno hayo, aliwaamkia wajumbe wote shikamoo licha ya kuwapo wajumbe wengine ambao ni wadogo kwake kiumri.

Wagombea aliyemaliza kujieleza katika orodha ni Yakub Halfan Shaha, ambaye alisema alipatwa na hitilafu kidogo ya kifua chake na hivyo kufanya sauti yake kuwa ya makwaruzo sana na hivyo kutosikika vizuri.

Aliwaomba wapiga kura kumpa kura za ndio ili kifua chake kiweza kupona.

Aidha kinyang’anyiro cha nafasi hizo kiliwahusisha wagombea wa nafasi mbalimbali wakiwemo waliokuwa mawaziri kwa upande wa Serikali ya Muungano na Zanzibar na wale ambao bado ni mawaziri.

VITUKO VYA WAGOMBEA BARA

Miongoni mwa wagombea waliovunja mbavu ni Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi, baada ya kumaliza kuomba kura alichomoa bango lake na kulionyesha kwa wajumbe.

Bango hilo lilikuwa limeandikwa Lukuvi namba 10 akimaanisha kuwa wamchague mgombea namba 10 katika orodha ya wagombea wa nafasi ya 10 za Nec Bara.

Hali hiyo ilimfanya Rais Kikwete kuangua kicheko huku akisema: “Haya Lukuvi nakutakia kila la heri, leo umetoa mpya.”

Mwingine aliyetoa kituko ni mtoto wa mwanasiasa mkongwe, John Samwel Malecela aliyekuwa Makamu Mwenyekiti wa CCM Bara, William Malecela, ambaye alisema: “Mtoto wa tinga tinga lazima awe tinga tinga, hawezi kuwa kibajaji.

Mwingine ni January Makamba, ambaye ni Naibu Waziri Mawasialino, Sayansi na Teknolojia, wakati akiomba kura alisema anao uwezo wa kushika nafasi hiyo kwani hata Rais Kikwete kama angepewa nafasi wa kuwa shuhuda angesema hayo.

WASTAAFU WAUNDIWA BARAZA

Katika hatua nyingine, Mkutano Mkuu umebariki marekebisho ya Katiba ya CCM na sasa viongozi wastaafu wa chama hicho wataundiwa Baraza la Ushauri la Taifa la Viongozi Wastaafu.

Hayo yalisemwa na Katibu wa Itikadi na Uenezi wa chama hicho, Nape Nnauye, alipokuwa akizungumza na waandishi wa habari mjini Dodoma jana.

Alisema baraza hilo lilipitishwa na wajumbe wote kupitia kura zilizopigwa jana katika mkutano huo uliaonza juzi katika ukumbi wa Kizota.

“Wajumbe walipiga kura za ndio kuruhusu mabadiliko hayo hata pale mwenyekiti alipohoji kama kuna mjumbe anasema hapana wote hapakuwa na mtu aliyejitokeza,” alisema Nape.

Pia alisema mkutano huo pamoja na marekebisho mengine, uliazimia utaratibu wa kuwapata wajumbe wa Nec kupitia wilayani badala ya mikoani.

Kwa mujibu wa chama hicho, wajumbe wa baraza hilo ni Wenyeviti Wastaafu wa CCM Taifa ambao kwa utamaduni wa CCM huwa pia ndio Marais wastaafu wa Jamhuri ya Muungano wa Tanzania.

Wengine ni makamu wenyeviti wastaafu bara na visiwani, ambao kwa Zanzibar kwa mujibu wa utamaduni wa CCM ndio huwa pia marais wastaafu wa Serikali ya Mapinduzi ya Zanzibar.

Mwenyekiti wa baraza hilo atakuwa ni Mwenyekiti yule aliyewatangulia wenzake kustaafu. Na watakutana pale tu wanapoona ipo haja ya kukutana.

Aprili mwaka jana, Halmashauri Kuu ya chama hicho, ilipitisha uamuzi huo wa kuunda Baraza la Wazee wa chama hicho na hivyo kuifanya mabadiliko ya Katiba ya CCM ya mwaka 1977 toleo la 2010 ili kuruhusu kuundwa kwa baraza hilo.
Nape alisema uundwaji wa baraza hilo ni ushauri wa wastaafu wenyewe.

“Wazo la kuundwa kwa baraza hili lilitokana na ushauri wa baadhi ya wazee wenyewe wastaafu wakizingatia wingi na urefu wa vikao husika na si mpango au mkakati wa kuwaengua makusudi wastaafu hao kama inavyodaiwa na baadhi ya wapotoshaji,” alisema.

Alisema kwa kuwaundia baraza la ushauri ni namna nzuri ya kuendelea kutumia busara zao kwa kutumia chombo kinachotambulika kikatiba.

Aidha, wanaweza kuombwa kuhudhuria vikao vya Kitaifa au wao kuomba kuhudhuria kulingana na mazingira na mahitaji ya wakati husika.

Tanzania, Algeria to strengthen ties for economic development

Tanzania and Algeria have agreed to consolidate bilateral ties be for the development of the two countries.

“Tanzania and Algeria have always maintained excellent bilateral relations built on firm foundation established by the founding fathers of the two nations, the late Mwalimu Julius Kambarage Nyerere and the late President Ben Bella,” said Tanzania Minister for foreign affairs and international cooperation, Bernard Membe on the occasion of the 58 anniversary of the Algerian Revolution marked in Dar es Salaam recently.

In a statement at the event attended by diplomats accredited to Tanzania and other delegates from within and outside the country, Membe said, “fifty eight years ago Algeria undertook a revolution that set the pace for independence for many African countries.” He said as a result to that end, Algeria provided invaluable material and moral support to various liberation movements during struggles towards independence.

“The continued desire to strengthen the historic relationship between our two countries culminated into the establishment of a Joint Permanent Commission for Cooperation (JPC) in 1981,” said the Minister, adding that, “JPC provided so many opportunities including the Algerian government provision of over 400 scholarships to Tanzanians in various fields such Pharmacy, Tourism, Medecine, Languages, Geology, Hydrocarbons, French language translation, Islamic Studies and Military Strategy.”

Despite appreciating the excellent bilateral relations and cooperation, the minister called upon the two countries to further strengthen their cooperation in other areas, particularly in energy and agriculture sectors where Algeria has much expertise.

“Similarly we need to put more efforts to increase the volume of trade between the two countries,” he said specifying further that “There are a lot of commodities which can be exchanged between the two countries hence we, as governments, have a role to play by putting in place an enabling environment that would attract the participation of the private sectors in trade between the two countries.”

In his speech to mark the occasion the Algerian Ambassador to Tanzania Tabet Djelloul said, “Fifty-eight years ago, Algeria undertook a revolution that set the pace of change for the rest of the continent and pioneered the struggle for independence for African counties.”

On the on-going bilateral ties between the two countries, Ambassador Djelloul Tabet said Algeria and Tanzania had a fruitful political dialogue which enabled them to work closely in the international forum particularly in the Africa Union and the United Nations. He said apart from 59 Tanzanians who have been granted scholarships for 2012-2013 in Algerian universities there are other bilateral ties that blossom in various avenues ranging from regional and international cooperation to ushering increased opportunities in business and investments

Kikwete`s trick averts graft in NEC elections

The ghost of bribery and fraud in the ruling Chama Cha Mapinduzi (CCM) National Executive Committee (NEC) elections failed in its bid yesterday following unexpected changes to the election’s schedule.

According to a reliable anonymous source at the CCM Headquarters here, some candidates who were out to bribe their way into NEC were left flabbergasted after hearing the changes.

“Some of the candidates knew that the election would have been held today (yesterday) as set on the schedule, but when the chairman arrived he advised the Central Committee (CC) to move the vote back one day,” he said.

“The change was a big blow as the candidates as well as the delegates were informed on Sunday that the election would be held on the very same day…so there was no room for the candidates to grease the palms of the delegates,” said the source.

It was reported that Kikwete’s trick was aimed at fighting corruption which was witnessed during elections in the party’s Women Wing (UWT), Youth Wing (UVCCM) as well as the Parents Wing (Wazazi).

Graft allegations in this year’s elections were first heard from candidates who lost the battle and in speeches by President Kikwete during the opening and the closing of UWT, UVCCM and Wazazi election meetings.

Kikwete warned members that the scourge of corruption threatened to tear apart the country’s oldest political party.

“A party whose cadres are alleged to have been elected through bribery have no place as citizens will look down on them as bad leaders,” he said.

According to unofficial results, 10 seats for the NEC Tanzania Mainland known as ‘The Group of Death”, have been won by Stephen Masatu Wassira followed by Mwigulu Nchemba, Martin Shigela, William Lukuvi, Bernard Membe, Dr David Mathayo, Jackson Msome, Wilson Mukama and Dr Fenela Mukangara.

Those who lost out include Otieno Baraka, Shy-Rose Bhanji, Hadija Faraji, Nicholaus Haule, Dr Hussain Hassan, Rashid Kakozi, Godwin Kunambi, Twalihata Kakurwa, and Anna Magowa.

Others are William Malecela, Salehe Mhando, Ruth Msafiri, Assumpter Mshama, Kesi Mtambo, Christopher Mullemwah, Mwanamanga Mwaduga, Fadhiri Nkurlu, Innocent Nsena, Nussura Nzowa, Richard Tambwe, and Tumsifu Mwasamale.

President Kikwete told the delegates that the winners will be declared today after voting for the national chairman and the two vice chairmen.

Earlier, CCM’s spokesman Nape Nnauye told journalists: “We started our meeting yesterday (Sunday), and so far everything has been conducted the way we planned and we hope to finish tomorrow (today) after we have voted in the Chairman and his two lieutenants.”

Swindled retired soldiers take complaints to court



More than 700 retired officers of the Tanzania People's Defence Forces (TPDF) are reported to have been conned and as such, they passed a resolution to file charges against the former chairperson of the Association of Retired Soldiers of the TPDF (MUWAWATA), Retired Staff Sergeant Asseyd Mayungi.

The retired soldiers are said to have been swindled of millions of shillings, including their association membership fees as well as expenses to help fund the establishment of small entrepreneurial groups which were aimed at helping them mitigate life difficulties after having completed their public service.

The development became public during a meeting held recently at the Judo Hall in Amani, the West Region of Unguja, bringing together members of the Association from five regions to discuss the matter.

In attendance among others, was the temporary chairperson of MUWAWATA, Brigedier General (rtd) Haroun Othman. Reading the resolution, MUWAWAATA chairperson from Unguja West Region, Sergeant (rtd) Miraji Kiongwe, said they supported the hoisting from seat of the national chairman, Asseyd Mayugi over allegations of, misappropriation of funds of the Association.

The retired Sergeant Miraji Kiongwe made the comments following long deliberations over the financial report about which the members unanimously agreed that all those who had their money dubiously misappropriated should file a case against Miyungi along with his accomplices.

Kiongwe said that Mayungi was accused of making rounds in the region both in the Mainland and Isles and collected millions of shillings being MUWAWATA fees and funds to help establish entrepreneur groups that were to help the retirees secure loans.

He said that the accused chairman was working closely with one institution, whose name is withheld currently, that deals with entrepreneurship and in Zanzibar alone, they collected a total of 23,880,000 Tshs from 18 groups.

Kiongwe said that they have been following up on the money since last year but so far there has been no success and that now they are sure it was all but ploy that woefully succeeded. So now the retired soldiers are back on the battle field, back at war only now the battle field is in a court house and the war is against one of their very own, Retired Staff Sergeant, Asseyd Mayung.

Arsenal midfielder Jack Wilshere in England squad to face Sweden in friendly.














Jack Wilshere has the chance to rebuild his England career after being named in the squad for next week's friendly against Sweden.

The Arsenal midfielder has played only three first-team games since returning from 16 months out with ankle, foot and knee problems and last featured for his country in June 2011.

Arsene Wenger had previously said he would ask Roy Hodgson if the 20-year-old could "skip" Wednesday's fixture, designed to mark the opening of Sweden's new national stadium, the 50,100-capacity Friends Arena.

But his red card at Manchester United last weekend means he will miss Saturday's visit of Fulham and has eased Wenger's fears that two games within five days would prove too gruelling.

There is a first international call-up for Everton's Leon Osman at the age of 31, while Arsenal full-back Carl Jenkinson will join the squad once his international clearance comes through and Steven Gerrard will skipper the side.

Gerrard will become only the sixth England player to reach 100 caps and is accompanied by Liverpool team-mates Raheem Sterling and Jonjo Shelvey in the 23-strong group.

But the other member of the 99-cap club, Ashley Cole, is among those who miss out through injury, with Chelsea team-mate Frank Lampard and Manchester City trio Jack Rodwell, Joleon Lescott and James Milner also sidelined.

Hodgson's squad will meet on Sunday and train in Manchester before flying to Stockholm.
