How Zitto changed his mind

MP Zitto Zuberi Kabwe

Zitto Zuberi Kabwe may have made a political milestone in the short-run following his private motion he tabled in Parliament last week about the alleged stolen billions banked in Switzerland, but in the long run, his motion may have a claw-back effect -- and render the entire exercise baseless.

Earlier, Zitto had promised to reveal all the individuals who he claimed had stolen billions of shillings in Tanzania and kept the monies in Swiss banks. He also claimed that the Sh314 billions were fraudulently or corruptly obtained during the oil and gas deals.

But when he rose in Parliament, apart from rumbling around the subject matter, the lawmaker failed to name the names of Tanzanians against whom he raises accusations of stashing away the Sh314 billions, contrary to his earlier promise.

While Zitto, the young outspoken Kigoma North legislator has the audacity to name two people including Africa’s richest man, Tokyo Sixwale, who is the South African Minister for human settlement and a devoted member of African National Congress and a fixer, Moto Mabanga, he failed to name the locals who stashed billions to Switzerland – in the same breath.

Moto Mabanga is a well known fixer in Africa who has played many roles in enabling multinational investors to secure ‘smooth’ investments in many countries -- including Tanzania and the Democratic Republic of Congo.

According to court documents obtained by The Guardian on Sunday, Moto Mabanga was responsible for facilitating the entry of Ophir Energy into the Tanzania oil and gas exploration business about five years ago. He is among the richest fixers in Southern Africa who last year won a $21 million (Sh37.2 billion) bounty from Vodacom following the High Court judgment in Kinshasa.

Even though he enjoys full parliamentary immunity, Zitto failed to name the locals during his private motion; instead, Zitto has thrown back the task to the government, which will also end up bluffing because the matter in question is very complicated – well beyond the cheap politics of Dar es Salaam.

Tokyo Sixwale is South African businessman, politician, anti-apartheid activist, and former political prisoner. A charismatic leader, Sexwale was imprisoned on Robben Island for his anti-apartheid activities, alongside figures such as Nelson Mandela. After the 1994 general election—the first universal franchise election in South Africa—Sexwale became the Premier of Gauteng Province. In particular, Sexwale has become a major player in the diamond industry, with his company reportedly being the third biggest after De Beers and JFPI Corporation.

Sixwale was praised by no less a figure than Harry Oppenheimer, the patriarch of the Anglo-American and De Beers corporations, as having an understanding of the South African and international diamond mining industry that few can equal. Sixwale also chairs companies such as the Trans Hex Group Ltd and Northam Platinum Ltd.; in addition, he is a director of companies such as Absa Group Limited, Allied Electronics Corporation Ltd. (more commonly known as Altech) and Gold Fields Ltd. (the latter two positions are non-executive).

He is also known as a philanthropist and is a trustee of the Nelson Mandela Foundation, the Global Philanthropists Circle of the Synergos Institute, the Business Trust and the Robben Island Ex-Prisoners Trust.

Furthermore, he is a patron of societies such as Johannesburg Child and Family Welfare Society, Streetwise South Africa (an organisation dedicated to assisting street children), Save the Family Fund (catering for families and communities ravaged by apartheid violence) and The Sky is No Limit (which aims to expose disadvantaged youths to hi-tech education in computers and aviation).

Instead of naming Tanzanians, he chose to go for foreigners—a move he also did with no strong evidence. So were these the locals Zitto chose to name in Parliament? It’s on record that Zitto promised during the august house that he would name all locals who have stashed stolen billions into Swiss banks.

Sensing the potential of gaining some political mileage in his party as well as countrywide, Zitto picked the story that was first reported by The Guardian, and made it his new agenda.

Finally, he promised that he would name all Tanzanians who have kept their billions in Swiss banks. But when the time to spill the bins approached, he changed tack, and just named two foreigners instead of the locals he had earlier promised. So how much did he know about the Swiss billions? Was he bluffing? Why didn’t he name the locals who have hidden the billions in Swiss banks? What made him changes his mind in the last minute? What kind of evidence does he possess to build his case against the locals who have kept their billions in offshore banks?

In his motion, Zitto admitted that some countries like Kenya were forced to hire international investigators to trace the looted billions. This story was first reported in June, this year by the local media.

Now between June and October, this year, it was impossible for Zitto as an individual to have conducted an international investigation about the stolen billions and to have established the names of Tanzanians who hid the monies in Switzerland. For those who are familiar with the radar case, it took UK’s serious fraud office about two years to establish that Andrew Chenge had $2 million in his offshore bank account in Jersey.

To put things into perspective, it was impossible for Zitto to have conducted a thorough investigation about the alleged Swiss billions in a record short time—of three months.

That’s why to some analysts who know how complicated it is to trace offshore accounts, it wasn’t surprising to hear the mention of the two foreigners instead of telling the nation what he had earlier promised.

OFFSHORE billions: Switzerland reacts

Authorities in Switzerland have given their Tanzanian counterparts tough conditions, which should be implemented, before the Swiss could cooperate in tracing the stolen billions allegedly being kept in offshore banks, The Guardian on Sunday has learnt.

According to documents availed to The Guardian on Sunday, one of the conditions is that Tanzanian authority should furnish Switzerland authorities with names of those who stashed the alleged stolen billions into the country’s banks.

Secondly, Tanzanian authorities should also have concrete proof that the billions were fraudulently or corruptly obtained. This includes, among other things; who bribed who, how the bribe was transacted and above all the evidence that shows whether the transaction originated from the alleged oil companies.

In a two-page response filed by the Swiss government to Tanzanian authorities, it is stated clearly that without fulfilling the aforementioned conditions, there would be no cooperation forthcoming from the Swiss – by way of tracing the billions alleged to have been stolen.

The Swiss government’s move comes at a time when the Parliament last week tasked the government to conduct thorough investigation to establish the identity (names) of Tanzanian personalities holding offshore bank accounts and the amounts held.

The major objective of the investigation should be to establish if the opening of the accounts followed proper procedures, and whether the money so stashed accrued legally.

The government agreed to carry out the assignment and report back to the parliament in April following fierce debate over a private motion tabled by Kigoma North MP Zitto Kabwe late Thursday evening in the august House. One of the terms of reference requires the government to report back to Parliament in April next year when, if MPs aren’t satisfied with the findings, then a Select Committee would be formed to carry out the task.

In carrying out the investigation, the government has agreed to use private investigators and other diplomatic means to achieve the desired results. Zitto who said Kenya, France and Senegal succeeded to bring back their stolen billions through such assistance proposed the use of such private investigators.

But the stance taken by the Swiss government casts a large cloud of doubt on whether there would be any breakthrough in tracing the so-called stolen billions of shillings.

Neither the government of Tanzania nor the opposition lawmaker, Zitto Kabwe, have the full list of the Tanzanians who have kept their billions in Swiss banks, according to details gathered by the Guardian on Sunday for the past few weeks.

In its letter to the Tanzanian authority, the Swiss government further stated that local banks handle millions of customers -- including foreigners -- and it would therefore be baseless to trace the alleged looted billions without having enough details of those suspected.

The Swiss authority also added that the much-publicized disclosure of amount of millions of dollars kept in its banks was just an annual report by its own Central Bank, which shows the amount every country has banked there.

The Central Bank’s annual report doesn’t name individuals or their bank account details and therefore cannot be taken as enough evidence to trace the money allegedly stolen from Tanzania.

Contacted by the Guardian on Sunday, this week, the Director General of Prevention and Combating of Corruption, Dr Edward Hosea said, “I would like to urge any individual including Honourable Zitto who have evidence to give us the names so that we can trace the allegedly billions in Swiss banks.”

“So far we have tried very hard since August, this year, but what is missing is the exact list of those who stashed their billions.” Dr Hosea added

“As a chief investigator I need concrete evidence to confront the Swiss authority but without credible proof, it would difficult for us to win this case.” The anti corruption Czar further told the Guardian on Sunday.

In June this year the National Bank of Switzerland released information about various people in the world holding bank accounts in which it was revealed that Tanzanian individuals had stashed away a total of US $196million ( Sh 314 billion ).

However, according to the latest information availed to Zitto on Thursday by his whistle blowers, the amount announced by the National Bank of Switzerland on June is 20 times the exact figure.

Citing an example, Zitto said UBS has 240 officials dealing with Tanzanian individuals transacting with the bank. Each UBS official deals with a Tanzanian individual with not less than US $10million

Tanzania-Malawi border talks now taken before SADC elders

The border dispute between Tanzania and Malawi has taken a new twist, prompting the contending to seek mediation before retired eminent persons of the Southern African Development Community (SADC).

Foreign Affairs and International Cooperation Minister Benard Membe told journalists yesterday in Dar es Salaam that this latest move was reached to avert a looming stalemate over the exact ownership of Lake Nyasa.

Elaborating on this decision, Membe said the two sides had now officially agreed on two fundamental issues -- that Malawi still maintains that the Lake north of Mozambique belongs to Malawi in keeping with a 1890 treaty signed between the Germans for Tanganyika and the British for Nyasaland.

Whereas Tanzania maintains that her border passes straight through the middle of the Lake – splitting the northern part of the water body roughly into two equal parts – as an internationally borderline.

He said given such fundamental differences both sides had seen the need to find a third mediator to lead the next processes of the negotiations, all with a view to finding a lasting solution to the dispute. In view of this, they will send a letter to the SADC mediation committee chaired by former Mozambican President Joachim Chissano early next month (December).

The letter will request the former Mozambican leader to include, among other experts, a team of professional lawyers from across African continent that would help sort out the legal aspects aimed at arriving at the right decisions. The committee will have three months within which it would tender its recommendations sometime in late March, 1913.

The minister added that should a decision mutually acceptable to the contending parties elude this committee, the matter will then be taken before “the highest levels of international arbitration” such as the International Court of Justice for further mediation.

Earlier, he explained that the meeting had been called specifically to discuss the various options available for resolving the boundary issue – which was one of the key recommendations by the joint committee of officials from both countries who met yesterday after a three-day meeting with Malawian delegation since Wednesday.

Membe said an appeal to the International Court of Justice (ICJ) would be made subject to the Vienna Convention on the law of treaties of 1969 which could provide the framework for a speedy resolution.

Malawian Foreign Affairs Minister Ephraim Chiume expressed optimism and thanked President Jakaya Kikwete and President Joyce Banda for the steps they had taken to ensure the matter resolved amicably.

Both Ministers have since accepted the decision

Polisi K’ndoni yadaiwa kumlinda Mzungu

“Kwishnei, Kwishnei, Kwishnei,” walisikika wajumbe kutoka Visiwani wakipaza sauti huku wakiwa wamesimama hadi pale mmoja wa wajumbe hao alipowasihi kuacha kupiga kelele hizo.

SHIBUDA APIGIA DEBE CCM

Tanzania, Algeria to strengthen ties for economic development

Bernard Membe

Tanzania and Algeria have agreed to consolidate bilateral ties be for the development of the two countries.

“Tanzania and Algeria have always maintained excellent bilateral relations built on firm foundation established by the founding fathers of the two nations, the late Mwalimu Julius Kambarage Nyerere and the late President Ben Bella,” said Tanzania Minister for foreign affairs and international cooperation, Bernard Membe on the occasion of the 58 anniversary of the Algerian Revolution marked in Dar es Salaam recently.

In a statement at the event attended by diplomats accredited to Tanzania and other delegates from within and outside the country, Membe said, “fifty eight years ago Algeria undertook a revolution that set the pace for independence for many African countries.” He said as a result to that end, Algeria provided invaluable material and moral support to various liberation movements during struggles towards independence.

“The continued desire to strengthen the historic relationship between our two countries culminated into the establishment of a Joint Permanent Commission for Cooperation (JPC) in 1981,” said the Minister, adding that, “JPC provided so many opportunities including the Algerian government provision of over 400 scholarships to Tanzanians in various fields such Pharmacy, Tourism, Medecine, Languages, Geology, Hydrocarbons, French language translation, Islamic Studies and Military Strategy.”

Despite appreciating the excellent bilateral relations and cooperation, the minister called upon the two countries to further strengthen their cooperation in other areas, particularly in energy and agriculture sectors where Algeria has much expertise.

“Similarly we need to put more efforts to increase the volume of trade between the two countries,” he said specifying further that “There are a lot of commodities which can be exchanged between the two countries hence we, as governments, have a role to play by putting in place an enabling environment that would attract the participation of the private sectors in trade between the two countries.”

In his speech to mark the occasion the Algerian Ambassador to Tanzania Tabet Djelloul said, “Fifty-eight years ago, Algeria undertook a revolution that set the pace of change for the rest of the continent and pioneered the struggle for independence for African counties.”

On the on-going bilateral ties between the two countries, Ambassador Djelloul Tabet said Algeria and Tanzania had a fruitful political dialogue which enabled them to work closely in the international forum particularly in the Africa Union and the United Nations. He said apart from 59 Tanzanians who have been granted scholarships for 2012-2013 in Algerian universities there are other bilateral ties that blossom in various avenues ranging from regional and international cooperation to ushering increased opportunities in business and investments

Kikwete`s trick averts graft in NEC elections

President Jakaya Kikwete

The ghost of bribery and fraud in the ruling Chama Cha Mapinduzi (CCM) National Executive Committee (NEC) elections failed in its bid yesterday following unexpected changes to the election’s schedule.

According to a reliable anonymous source at the CCM Headquarters here, some candidates who were out to bribe their way into NEC were left flabbergasted after hearing the changes.

“Some of the candidates knew that the election would have been held today (yesterday) as set on the schedule, but when the chairman arrived he advised the Central Committee (CC) to move the vote back one day,” he said.

“The change was a big blow as the candidates as well as the delegates were informed on Sunday that the election would be held on the very same day…so there was no room for the candidates to grease the palms of the delegates,” said the source.

It was reported that Kikwete’s trick was aimed at fighting corruption which was witnessed during elections in the party’s Women Wing (UWT), Youth Wing (UVCCM) as well as the Parents Wing (Wazazi).

Graft allegations in this year’s elections were first heard from candidates who lost the battle and in speeches by President Kikwete during the opening and the closing of UWT, UVCCM and Wazazi election meetings.

Kikwete warned members that the scourge of corruption threatened to tear apart the country’s oldest political party.

“A party whose cadres are alleged to have been elected through bribery have no place as citizens will look down on them as bad leaders,” he said.

According to unofficial results, 10 seats for the NEC Tanzania Mainland known as ‘The Group of Death”, have been won by Stephen Masatu Wassira followed by Mwigulu Nchemba, Martin Shigela, William Lukuvi, Bernard Membe, Dr David Mathayo, Jackson Msome, Wilson Mukama and Dr Fenela Mukangara.

Those who lost out include Otieno Baraka, Shy-Rose Bhanji, Hadija Faraji, Nicholaus Haule, Dr Hussain Hassan, Rashid Kakozi, Godwin Kunambi, Twalihata Kakurwa, and Anna Magowa.

Others are William Malecela, Salehe Mhando, Ruth Msafiri, Assumpter Mshama, Kesi Mtambo, Christopher Mullemwah, Mwanamanga Mwaduga, Fadhiri Nkurlu, Innocent Nsena, Nussura Nzowa, Richard Tambwe, and Tumsifu Mwasamale.

President Kikwete told the delegates that the winners will be declared today after voting for the national chairman and the two vice chairmen.

Earlier, CCM’s spokesman Nape Nnauye told journalists: “We started our meeting yesterday (Sunday), and so far everything has been conducted the way we planned and we hope to finish tomorrow (today) after we have voted in the Chairman and his two lieutenants.”

Swindled retired soldiers take complaints to court

More than 700 retired officers of the Tanzania People's Defence Forces (TPDF) are reported to have been conned and as such, they passed a resolution to file charges against the former chairperson of the Association of Retired Soldiers of the TPDF (MUWAWATA), Retired Staff Sergeant Asseyd Mayungi.

The retired soldiers are said to have been swindled of millions of shillings, including their association membership fees as well as expenses to help fund the establishment of small entrepreneurial groups which were aimed at helping them mitigate life difficulties after having completed their public service.

The development became public during a meeting held recently at the Judo Hall in Amani, the West Region of Unguja, bringing together members of the Association from five regions to discuss the matter.

In attendance among others, was the temporary chairperson of MUWAWATA, Brigedier General (rtd) Haroun Othman. Reading the resolution, MUWAWAATA chairperson from Unguja West Region, Sergeant (rtd) Miraji Kiongwe, said they supported the hoisting from seat of the national chairman, Asseyd Mayugi over allegations of, misappropriation of funds of the Association.

The retired Sergeant Miraji Kiongwe made the comments following long deliberations over the financial report about which the members unanimously agreed that all those who had their money dubiously misappropriated should file a case against Miyungi along with his accomplices.

Kiongwe said that Mayungi was accused of making rounds in the region both in the Mainland and Isles and collected millions of shillings being MUWAWATA fees and funds to help establish entrepreneur groups that were to help the retirees secure loans.

He said that the accused chairman was working closely with one institution, whose name is withheld currently, that deals with entrepreneurship and in Zanzibar alone, they collected a total of 23,880,000 Tshs from 18 groups.

Kiongwe said that they have been following up on the money since last year but so far there has been no success and that now they are sure it was all but ploy that woefully succeeded. So now the retired soldiers are back on the battle field, back at war only now the battle field is in a court house and the war is against one of their very own, Retired Staff Sergeant, Asseyd Mayung.

Arsenal midfielder Jack Wilshere in England squad to face Sweden in friendly.

Jack Wilshere has the chance to rebuild his England career after being named in the squad for next week's friendly against Sweden.

The Arsenal midfielder has played only three first-team games since returning from 16 months out with ankle, foot and knee problems and last featured for his country in June 2011.

Arsene Wenger had previously said he would ask Roy Hodgson if the 20-year-old could "skip" Wednesday's fixture, designed to mark the opening of Sweden's new national stadium, the 50,100-capacity Friends Arena.

But his red card at Manchester United last weekend means he will miss Saturday's visit of Fulham and has eased Wenger's fears that two games within five days would prove too gruelling.

There is a first international call-up for Everton's Leon Osman at the age of 31, while Arsenal full-back Carl Jenkinson will join the squad once his international clearance comes through and Steven Gerrard will skipper the side.

Gerrard will become only the sixth England player to reach 100 caps and is accompanied by Liverpool team-mates Raheem Sterling and Jonjo Shelvey in the 23-strong group.

But the other member of the 99-cap club, Ashley Cole, is among those who miss out through injury, with Chelsea team-mate Frank Lampard and Manchester City trio Jack Rodwell, Joleon Lescott and James Milner also sidelined.

Hodgson's squad will meet on Sunday and train in Manchester before flying to Stockholm.

England squad to face Sweden: Hart, Ruddy, Forster; Baines, Bertrand, Cahill, Caulker, Jagielka, G Johnson, Shawcross, Walker; Cleverley, Gerrard, A Lennon, Osman, Shelvey, Sterling, Walcott, Wilshere, Ashley Young; Rooney, Sturridge, Welbeck

Kesi ya Mzee Mwinyi sasa yafikia patamu

Rais Mstaafu, Ali Hassan Mwinyi

Wizara yaingilia kati shule iliyofungwa

Singida East lawmaker Tundu Lissu yesterday threatened to move a motion to impeach the President if judges claimed to have been appointed contrary to the country’s constitution are not removed.

Lissu was briefing journalists in Dodoma yesterday about his planned move following reports that Speaker of the National Assembly Anne Makinda will not table in the House a report compiled by the Parliamentary Privileges, Ethics and Powers Committee after probing the MP’s claims made on July 13, this year.

However Clerk of the National Assembly, Dr Thomas Kashillilah has been reported saying that the report could be tabled before the current session ends. Lissu who is the opposition chief whip, said since he had evidence to support his claims he would move a private motion in the august House in its February session seeking to impeach the President.

The Union president is the appointing authority of the judges both in High Court and Court of Appeal. During the 2012/2013 Constitution and Legal Affairs ministry budget estimates debate in July this year the outspoken legislator told the House that the appointment of some High Court and Court of Appeal judges did not follow proper procedures, thus creating loopholes for having incompetent judges in the judiciary. The claims prompted Attorney General Justice Frederick Werema and Constitutional and Legal Affairs minister Mathias Chikawe to order Lissu to retract his claims or face disciplinary action under Parliamentary rules.

Lissu, however refused to retract his claims, a move that forced Speaker Anne Makinda to order him to appear before the Parliamentary Privileges, Ethics and Powers Committee for questioning to substantiate his claims. Gosbert Blandes (Karagwe, CCM), Job Ndugai (Kongwa, CCM), Assumpter Mshama (Nkenge, CCM) and Murtaza Mangungu (Kilwa North, CCM) accused Lissu of making blasphemous polemics against the learned brothers.

The committee, led by Mlalo Constituency MP retired Brig Gen Hassan Ngwilizi was also charged with the responsibility of investigating the claims and to come up with a report for the Speaker.

Lissu yesterday said that it has come to his attention that a prominent judge in the country (name withheld) has allegedly forged documents detailing his profile by changing his date of birth so that he could retire in 2017 instead of 2014.

He claimed that the judge forged the documents to show that he was born on September 4, 1952 instead of September 4, 1949. The justice allegedly managed to reach the files of students who did law studies at the University of Dar es Salaam in 1974, to remove documents that purported to show his true date of birth, the MP claimed.

Lissu threatened to name the judge if he does not hand back the documents he tore from the file before the next Parliamentary session.

The legislator alleged that during his encounter with Ngwilizi’s committee he had facts to support his claims, including citing the report of the presidential task force submitted to the government in March 2008 in which, among other things, it admitted that some judges were wrongly serving in the judiciary.

All High court judges were supposed to be properly vetted by the Judicial Services Commission before they are recommended for appointment by the President, he said. For an individual to be appointed a High Court judge he should have worked in the relevant field as a magistrate or advocate for not less than ten years after being conferred a bachelor’s degree in law, he said.

Similarly an individual with the qualifications to be registered as an advocate and one who has worked in the legal profession for not less than ten years can be appointed by the President to the post of a High Court judge, he added.

However, the above qualifications are not the sole criteria, Lissu said, as the Judicial Service Commission that is chaired by the Chief Justice has to give recommendations to the President prior to appointment as a High Court judge.

According to Lissu, failure to follow the laid down procedures in appointing judges has brought about failure by some appointees to properly record the course of cases at the courts

TRA: Scrap tax relief on commercial goods
Says the exemptions do not benefit people

Bernard Mchomvu

Tanzania Revenue Authority (TRA) board chairman Bernard Mchomvu has urged the government to suspend tax exemptions on commercial goods such as rice and sugar, saying they were not helping consumers but rather causing the government revenue losses.

He made the remarks at the 6th Taxpayer Day celebrations in Dar es Salaam yesterday. “Our research shows that exemptions on business goods such as foodstuff are not helping consumers; rather they reducing tax collection,” he said.

The chairman said millions of shillings are lost each month as a result of tax exemption on rice and sugar.

“We can offer exemptions on religious aid and aid from our development partners, but tax exemption on business goods should be removed,” insisted Mchomvu.

Finance minister Dr William Mgimwa, who was at the function, hailed TRA for doing a good job, saying the authority had improved efficiency in strategic tax collection.

He observed that TRA had surpassed monthly tax collection targets, reaching an average of 754bn/- in 2012 compared to 42bn/- at the launch of the strategic plan in 1998/1999-2002/2003.

“This year’s tax collections are satisfactory. Even reports from Zanzibar indicate a slight improvement following TRA’s implementation of its set strategic tax collection methods,” he said.

Dr Mgimwa hinted at the likelihood of the government introducing strategic plan number four, while noting that number three, which focuses on the use of science and technology in collecting tax had proved useful.

For his part, Vice-President Dr Mohammed Gharib Bilal said the government’s five-year development plan launched in June last year by the president aimed to increase production and the availability of power to enable economic and development activities to be implemented more efficiently.

He however told the Authority that the government was targeting a 19 per cent increase in revenue collection, challenging, TRA to come up with strategies and plans to ensure positive results.

“Since it is your responsibility as a revenue authority to monitor taxes, you should make sure that you fulfill your duties diligently by providing good services to taxpayers,” he urged.

In response to the plea from members of the business community to trim down Value Added Tax from 18 to 15 per cent, Dr Bilal said the government had already addressed the problem and was now awaiting a report from the World Bank regarding the matter.

The VP said he was aware of the successes being scored by the Authority, in particular in the fight against corruption within it.

“We want the management of the Authority to ensure the place for collection of government revenue is corruption-free,” said the vice-president.

For the second time in a row, the National Microfinance Bank emerged the overall winner, followed by Tanzania Breweries Limited (TBL) and Tanzania Cigarette Company.

Govt: 64 sold firms yet to be operational.

At least 64 out of 170 privatised institutions have never been operational since they were privatised.

This was revealed in the National Assembly yesterday when Janet Mbene, deputy minister for finance, was responding to a question by Salum Barwany, legislator for Lindi-Urban (CUF).

Barwany had wanted to know, according to the government’s assessment after implementation of the privatisation policy, what challenges were encountered and measures to address them, as well as action to be taken against those who failed to operate the privatised firms.

“Out of 170 privatised government parastatals, only 46 institutions have lived up to the sales contracts and are profitable, 60 firms are yet to become profitable while 64 have never operated since they were sold,” Mbene said.

The minister explained that some of the challenges encountered in the exercise included little understanding of the privatisation policy and huge investment capital needed in the railway, harbour, energy and water sectors, making them unattractive to potential investors.

Other challenges faced were staff claims, undersised capital by most buyers, poor technology which could not increase productivity, especially in agriculture and industry-related sectors, as well as some of the sale contracts not having a repossession clause.

“The government normally takes back any of the privatised institution that does not live up to the sale contract, as it did with Tanzania Railway Limited (TRL) and Air Tanzania Company Limited (ATCL),” she said.

TASAF used 2.2 bn/- to upgrade Lindi, Mtwara

Marine and Costal Environment Management Project (MACEMP) has used at least 2.2 billion/- to enable residents along the Indian Ocean coastline to improve their life standards through various development projects as well as enabling them to succeed in legitimate fishing activities.

The project which is jointly carried out by the government and Tanzania Social Action Fund (TASAF) has helped residents along the coastline to purchase modern fishing gears.

Deputy Minister for Livestock Development and Fishing, Benedict Ole Nangoro told the National Assembly that under the scheme, MACEMP has funded 157 minor projects of which 100 of them are in Lindi and 50 in Mtwara.

“The scheme has benefited a total of 3121people, 1318 of them women…. In this context, the projects are raised within the communities,” he said.

According to him, through MACEMP the government has bought 12 speedy boats of which 3 and 7 boats were given to Mtwara and Lindi regions respectively while 2 boats were given to Mtwara patrol station.

The boats have enabled Mtwara and Lindi councils as well as the Mnazi Bay-Ruvuma Estuary Marine Park (MBREMP) to patrol so as to put an end to illegal fishing in their respective marines.

Ole Nangoro was reacting to a question raised by Fatma Mikidadi (Special-Seats CCM) who instigated the government to provide speedy boats for marine patrol in the south zone as well as criticising the government’s failure in providing alternative fishing gears to those caught fishing illegitimately

Brendan Rodgers believes Lucas' return will help Liverpool team-mate Joe Allen.

Joe Allen: Brendan Rodgers believes that he has been reserved through Lucas' injury
Liverpool manager Brendan Rodgers believes that the return of Lucas Leiva will allow Joe Allen to express himself more at Anfield.

Allen followed his manager from Swansea City in a £15million deal, and has received praise for his performances in the centre of midfield.

However, with Brazil international Lucas still undergoing his rehabilitation after knee surgery last November, Rodgers feels that Allen has had to be somewhat reserved in his play.

"He is really dynamic in that middle-to-final third and sometimes you see those little bursts when he breaks through and is exciting"
Brendan Rodgers on Joe Allen
Quotes of the week

"I think you will see a different part of Joe's game," said Rodgers.

"I am not sure whether you will see an improvement because I think he has been at a real high level.

"But you will see his flexibility in how he can play further up the field.

"He is really dynamic in that middle-to-final third and sometimes you see those little bursts when he breaks through and is exciting.

"Lucas is a player who is progressing really well. He is working very hard off the field to arrive back as quickly as he can."

Primary education is the foundation of the countrys education system.

On 14th October, 2012, Tanzanians in the country and abroad commemorated Nyerere Day, which is a public holiday, set aside in order to find time to celebrate the life of the first President of Tanzania, Mwalimu Julius Nyerere. A number of symposiums, workshops, public displays and many more were organised worldwide.

In this column, I present an abridged version of an article titled “Mwalimu and the State of Education” written by Chambi Chachage, which appeared in the book named “Nyerere”. The original version appears in the website: http://fahamubooks.org/book. This abridged version has obtained written permission from both the original writer and the publisher.

In the last two weeks I presented two articles based on Nyerere’s speeches on ‘The Power of Teachers’ delivered in 1966, and ‘A Great Urge for Education’ which was delivered in 1954. Today’s article will be the last and is based on Nyerere’s speech on ‘Education for Service and not for Selfishness’.

Mwalimu Nyerere’s 1999 call for ‘Education for Service and Not for Selfishness’ was an attempt to couch his 1967s policy of ‘Education for Self-Reliance’ and 1974’s motto of ‘Education for Liberation’ in “the parlance of today”. As The Open University of Tanzania (1999) reminds us, it was ‘His Last Words on Education’. Therefore we have to pay particular attention to it as it sums up his overall stance on this theme.

He starts by using the Maxim gun as an analogy of education, poetically reminding us that it will be used by those who have it against those who do not. “The instrument of domination of the future”, he aptly predicts, “is going to be education.” He then optimistically assures us that fortunately “in the acquisition of that instrument we can all compete and all win with honour” (Nyerere 1999:3). Unfortunately as the statistics cited above indicate, this is not what we are doing. In fact we have created a system that ensures that there is no ‘place for everyone at the rendezvous of victory’ to use a phrase that popularized by his contemporary, Aimé Césaire.

A seasoned educator had this to say about such a system: “Tanzania has a deeply unequal, dualistic education system, one for the rich, and one for the poor, with an education system of ‘best’ public schools for the middle classes. This stands in stark contrast to the principles of equity and justice promoted by Mwalimu. The marker of difference is no longer race as it was in the colonial days, but class. We may find, shortly, that class inequalities are far more divisive, bearing within them profound implications for social cohesion in the country (Marjorie Mbilinyi 2004:xvi)”.

It is in this class sense that Nyerere urges us to enter what he refers to as “this honourable competition for knowledge” if “we do not want to be the permanent source of the hewers of wood and drawers of water for the educated of this world” (Nyerere 1999:4). To do so, he reiterates his lifelong position, our primary school education should be universal. As gender conscious as he was when he penned his essay on ‘The Freedom of Women’ in 1944 at Makerere, Mwalimu Nyerere warns us that if this education is not universal “those who will miss out will be mostly girls.” In light of this caution it is worthy to commend the government for allowing pregnant girls to continue with their studies upon giving birth. In this honourable competition, as Mwalimu admonishes us, our education should be of good quality.

His insistence on this attribute is too powerful and still very relevant today therefore it deserves to be quoted in full: “Primary education in particular should be excellent; for this is the only formal education that most Tanzanians are likely to receive. At present the quality of our primary school education is appalling. We must do something about it, as a matter of National urgency. Apart from the fact that it is the education of the vast majority of the citizens of Tanzania, it is also the foundation of the whole of our Education System. Ndiyo Elimu ya Msingi. If it is poor the rest of our Education System is bound to suffer (Nyerere 1999: 4)”.

It is an indisputable fact that our secondary and tertiary education is suffering because of this appalling msingi (foundation). Other statistics, apart from the ones cited above, that prove this are those on the percentage of students passing the Form 4 Examinations. As HakiElimu & IDASA (2009) observed, BEST2009 indicates that even the “only slight improvement from 33.6% in 2006 to 35.7% in 2007” (URT 2007: 30) presented in PHDR2007 did not occur after all. Rather, it was further observed, the rate stagnated at 35.6% for both years and it deteriorated further to 26.7% in 2008. This indicator only includes students who get Division 1 - 3. Ironically, overall, most students get Division 4 which is still not considered as a failure by the Ministry responsible for Education. In fact it was also observed that since 2000 over 50% students have been getting this Division, the peak being 56.9% in 2008. The results for 2009 were not out by the time I, the author of this chapter as well as HakiElimu & IDASA (2009) report, was writing.

Mwalimu also notes that our education should be relevant to our needs. We cannot compete if the majority of our people and their posterity live in villages and yet “we refuse to give those children an education that could help them to improve their own lives in the villages” (Nyerere 1999: 6). It is in this regard that Mwalimu Nyerere advocated for a policy of Education for Self-Reliance which aimed at providing a complete education by the time students completed their primary education. It is also in this regard that Mwalimu Nyerere thus conceptualized Education for Liberation, as quoted here:

“I emphasize this point because of my profound belief in the power of education. For a poor people like us Education should be an instrument of liberation; it should never be so irrelevant or otherworldly as to become an instrument of alienation. Alienation from yourself, because it makes you despise yourself; an alienation from the community in which you live because it purports to make you different without making you useful to anybody, including yourself (Nyerere 1999: 6)”.

It is thus a saddening fact that a significant number of our students complete their primary, secondary or even tertiary education without the requisite skills for competing in the so-called global village. As HakiElimu’s (2008) What is Quality Education? A Research on Citizens’ Perspectives and Children’s Basic Skills reveals, the overall competency levels in Mathematics – a subject that is the basis of computation – was very low for both primary and secondary school students. It also revealed that their reading skills in English – the so-called ‘Kiswahili of the World’ – were poor developed, especially in primary schools even though they were – and are still – required to be taught in English when they enter secondary schools. Indeed this area of language policy is one of the areas that Mwalimu is said to have regretted for failing to change. It is about time that we rectify this confused language policy if we are to ensure that knowledge is really transferred from the teachers to the students. That can be done through a language that both teachers and students are familiar with. In the case of Tanzania such a language is Kiswahili.

In his conclusion (as quoted below) Mwalimu thus adds another important ingredient that we relatively lack today:

“Finally, our education, especially our higher education, should be socially responsible. Education for Self-Reliance is not Education for Selfishness. Yes, it is for Self-Reliance of the individual, but it is also for the Self-Reliance of our country. I believe that the community has a responsibility to educate its members. The need for individuals to contribute directly to their own education and the education of their children cannot absolve the community as a whole, represented by local and central government, from its duty to assist every Tanzanian to receive a good education. But a poor country like Tanzania cannot afford to educate the selfish. It invests in education in the belief that such investment is good for both the individual concerned and for the community as a whole. In the language of yesterday: Education for Self-Reliance, especially at this higher level, should also be Education for Service. Not all of us will have the same concept of community, but all of us have a need to belong. However socially insensitive we may be, we have a need to belong to a community of fellow human beings. No human can make it alone. Nobody is asking us to love others more than we love ourselves; but those of us who have been lucky enough to receive a good education have a duty also to help to improve the well-being of the community to which we belong: it is part of loving ourselves! (Nyerere 1999: 9-10)”

Conclusion

Mwalimu Nyerere’s legacy is tied to the history/herstory of the education sector in Tanzania. His regime produced positive as well as negative results in the education realm. In the case of the former Universal Primary Education (UPE) stands out. I am convinced that in the case of the latter the confused Language of Instruction (LOI) policy stands out. It is in this regard I agree with the assessment that ‘Nyerere’s own views were also contradictory, in that he endorsed both developmentalist and emancipatory ones” whereby the “former prioritized experts, rather than mobilization of the people to organize on their own behalf.” (Mbilinyi 2004: xiii).

However, I do not endorse the assessment that his policy on education was a total failure.

No one is better posed to respond to their historical amnesia than Mwalimu himself. I doubt he had a better response than this. He commented: “At the World Bank the first question they asked me was ‘how did you fail?’ I responded that we took over a country with 85 per cent of its adult population illiterate. The British ruled us for 43 years. When they left, there were 2 trained engineers and 12 doctors. This is the country we inherited. When I stepped down there was 91-per-cent literacy and nearly every child was in school. We trained thousands of engineers and doctors and teachers. In 1988 Tanzania's per-capita income was USD280. Now, in 1998, it is USD140. So I asked the World Bank people what went wrong. Because for the last ten years Tanzania has been signing on the dotted line and doing everything the IMF and the World Bank wanted. Enrolment in school has plummeted to 63 per cent and conditions in health and other social services have deteriorated. I asked them again: ‘what went wrong?’ These people just sat there looking at me. Then they asked what could they do? I told them have some humility. Humility - they are so arrogant! (Nyerere in Bunting 1999)”

Many parents can’t afford schooling. A lot of students are not learning. Let’s have some humility
